     LONDON (CPl—The 48-coun- 
     
     m International Wheat Council 
     
     has failed to agree on how far 
     
     into the future the current in- 
     
     ternational w h e a t agreement ‘ 
     
     should be extended and dele-‘ 
     
     gates will be called back next j 
     
     February in another attempt to 
     
     reach an understanding. 
     
    

    
     Following week - long secret 
     
     talks attended by representa- 
     
     tives of 33 countries. a council ‘ 
     
     official said Wednesday that lti 
     
     would be too harsh to suggest 
     
     there was a deadlock. He sntio- ‘ 
     
     ipated the agreement which 
     
     lapses next July 31 will be ex. 
     
     tended in its present form for 
     
     another year. 
     
    

    
     There was some mystery as 
     
     in why the importing and ex- 
     
     porting countries could not 
     
     reach agreement. 
     
    

    
     One delegate said there were 
     
     differences not only among the 
     
     importing countries but also 
     
     among the exporters. The coun- 
     
     cil issued a statement recalling 
     
     that it had agreed last June that 
     
     the price-stabilizing pact should 
     
     be extended. All that remained 
     
     was to agree on the period of 
     
     extension through a draft proto- 
     
    
   
   
    
     col. 
     
     Discussion on this draft proto- 
     
     col is to be resumed in London 
     
     e . 4-8. 
     
    
   
   
    
     STRESS STABILITY ‘ 
     
    

    
     it is understood that at the 
     
     council session which ended 
     
     Tuesday. Canadian representa- 
     
     tives emphasized the need of 
     
     price stability for Canadian 
     
     farmers, particularly in refer- 
     
     ence to competition among 
     
     wheat exporting countries. 
     
    

    
     Canada has been worried by 
     
     United States price under-cub 
     
     ting in durum wheat. fearing 
     
     this American policy might 
     
     spread into other wheat varie- 
     
     ties. Durum does not come un- 
     
     der the wheat agreement but it 
     
     is understh the Canadians 
     
     took the occasion to question 
     
     whether the us. is abiding by 
     
     the spirit of the pact. 
     
    

    
     The council. in its statement. 
     
     made no mention of this pricing 
     
     problem. It noted because 
     
     of heavy buying by Communist 
     
     China and the Soviet Union. 
     
     wheat trade rose to a recon! 569- 
     
     100.000 tons in the last crop 
     
     year. up 12,500.000 from the pre- 
     
     vious year. 
     
    

    
     In lihe current crop year which 
     
     ends next June 30. world wheat 
     
     production is estimated at an 
     
     unprecedented 236,000,000 tons. 
     
     a rise of about l4.000.000 over 
     
     last year. with harvests improv- 
     
     ing mainly in the Soviet Union 
     
     and Western Europe. 
     
    

    
     "There is likely to be a sharp 
     
     fall in exports to the traditional 
     
     import markets of Western Eu- 
     
     rope and to the U.S.S.R. . . . On 
     
     the other hand. a further in- 
     
     crease in shipments to the de- 
     
     veloping countries of Africa. 
     
     Latin America and Asia. partic- 
     
     ularly Far East Asia is ex-

     Canadian authorities are con- 
     
     vinced that the International 
     
     Wheat Agreement, developed 15 
     
     years ago, will be kept alive un-
