WHAT WOULD EE THE EFFECT. ln Yesterdays issue of Tm: GUARDIAN we endeavored to show, what was al- ready apparent to most minds, tliat the people of Prince Edward Island desire the fullest measure for suppression of the liquor traffic that is available,and that it is within the power of the Legislature to give the people a law as complete and ef- fective as the Maine Law, to which the the people of that state hn.ve adhered for a half century past. \\'e may now consider _what would be thc effect of such an enactment if we had it. The first elicct would be to render the sale of intoxicating beverages illegal in Charlottetown, and so complete the sys- tem of prohibition throughout the Island. The ScottAct would cover the counties and the Provincial Act would cover the city, with the further assurance that should the Scott Act hereafter be abroga- ted in any one or more of the counties the Provincial Act would still hold the ground and the sale of liquor there would be as illegal as before. Those who favor the 'Scott Act and desire its retention in the counties would thus be doubly assured. No Provincial Act could or would interfere with it. At the same, time the induce- ments at present existiilg to petition against the Scott Act and seek its repeal would be taken away, as there gguld be no object in repealing that Act merely to come under prohibition in another form under the Provincial Law.
