(C.P. Cable By Guanila-n’s Special ° Wire) LONlDCfN, Jan. 31 - The long- awaited and much-publicized talks between heads of the British and French govcmments open here to- morrow. Optimists hopr: they may prove a turning point in Europe. away from the present, stalemate with an isolated Germany, towards an all-embracing scheme or nation- al security and mctual non-aggres- -sion. Pesslmlsls say they can hardly be productive of pra;tioal results. The British are reserved and caution against loose predictions. But undoubtedly they have prepared definite proposals to hridie the gap between the age-old French try for security and the aloofness of a re-arming Germany that has cast loose its international ropes. Towering French Premier Pierre- Ethenne Flandin and his able for- eign minister, Pierre Laval, :etched English shores this afternoon and this evening in London were warm- ly greeted at the station by Prime Minister Ramsay MacDonald and Pbmign lfcretary Sir John Simon. D1 the official talks opening to- morrow these four will be joined by Stanley Baldwin, Lord Presl- fclit of the council. Groups of British and French foreign office experts will confer at the same time. After the initial meeting, when the Britfslé and French cabinet 'heads cha ted for some time, the French went to their hotel, whem Laval will rest until tomorrow. Flandin however later attended a dinner given by Lord Londonderry, Secretary for Air. at which a num- ber of other British cabinet mln- lsters were present. As is customnrv preceding such an important international meet- ing ambasrdors of thc rcspe~tive nations have carried ou; a. long s°r- ies of negotiations.
