It is first deducted, as apart of the $72,878 43 paid into the treasury, from the $411,889.67 balance due wm the 3ist December, 1890, on cld ac- counts, and it is again deducted from the $6,431.00 representing the new accounts opened during the year. This would be ail right if this eum of $4,903 56 was received and paid iato the treasury in addition to the $72,878 43 But i it WAS SU recs ived, it was not paid jato the treasury. After allowing this set-off, he is still rour THOUSAND POUR HUNDRED AND FOURTERN DOLLARS short. We do not in this statement charge in- teres! on & sum equal tu the new accounts opened, because these accounts would not be twelve months old on the 3lst Decem- ber last ; consequeatly, the interest on them would not be charged at that date. A sura equal to whatever amount wag re- ceived at the office fur deeda and searches should be added to the shortage. We have no means of knowing how much was received in this way. lt is now only too plain that the Govy- ernment are trying to hide something ia the Land Office. The silence of the Com- wissioner, 18 well as his erroneous state- ment to the House regarding the audit, the contradictory explanations given by the Goverument organ, and its stupid manipu- lation of figures in order to cover the shortage—have » bad appearance. The enormous sum of NINE THOUSAND FIVE HONDRED AND FIFTY TWO DOLLARS given away by Mr. McMillan, under in. structions from Mr. Peters—mostly for po- litical purposes-also demands thorough investigation, Between the amount short and unaccounted for and the disgraceful reductions admitted to have been made, the taxpayers have lost over $14,967 in 4 little over eight months of Grit misrule, in the Land Office alone. But there is worse Joming. ~~ Captain Alexander MeDougall writes concerning 4 tatter which ought to engage the attention of the Department of Marine & Fisheries. ;came in, bus oup canteurporary only ot - jects to two or three particulars in the b.l!. It thinks that Lot 15 should be* in Prince West and Lot 16 in Prince Kast, instead of the reverse asin the bill. A glance at the mip will show that if this were done the divisions would not be nearly as compact as they «are at present. | The organ is wrong in saying that there is a Grit ma- jority of sixty in Lot 16. The difference between the votes cast for Howlan and ~rry in that Township at the last election was only eleven. It is plain that this ob jaction is Irivolous. Another objection ia that Lot 24 shouid bs in West () 1@en 38, iastead of East Queen's. If that were dune, the popular tion of West Q wen’s, would be nearly 25,- O00, while that of Evst Queen's would be only a little over 20,09). The line be- tween thatwridiage could aat, without disturbing the equdibriani af p ipulation or dividing Charlottetown in two, be placed anywhere except where it is. The objac- tion that East Prince and E1st Queen’s are 45 and 59 miles ip length respectively, is very silly. Tie other districte are about the same length, and, indeed, it would be impossible to divide the Islani into five ridings and make them more compact than they are It is not hard to divine the motive of the Patriot in condemning the Bull as it re- garda the laland, after ao long a silence re- gsrding it, and after its fairness had been universally admitted. Mr. L. H. Davies, with his usual unscrupulousnesa, is proba- bly going to declare in parliament that ao disgraceful gerrymander of the Island is being made ; and his misstatements will be echoed by the Mills’, Caseys and Edgars and McMillans, and re-echoed by the Grit press all over Canada. [t would rather spoil the game if Mr. Davies were tuld, as he truthfully could be, that hig party in the Island are well pleased with the division of the island,—‘ence the Patriot's tardy denunciation of the bill. It is possible that Mr. Divies, feeling in his bones that the Island wiil go egainst Gritisin af the next election, wanta to quarrel with the Distribution Bill, so that he can lay hia defeat at its door. The article in the Patriot of Friday, de- nouncing the Bill as it relates to the whole Dominion, must have been written while some person was in-an “ unaccountable ” mood. Take the following extract as a specimen of the whole ; ** There are other glaring irregularities in the bill. Victoria, B. C,, a Tory city with 18,000 inhabitants, ist6 have two mem- bers, while Charlottetown with its 12,006 is tacked on to West Queen's, . with 10,000 more, and the whole 22,209 ft6 have only one member. Quebec East (Liberal): with 36,200 has only one member, while‘ Quehec: West (Tory) has only 9,24. Cape Breton and Pictou counties, Nova Scotia, with 34,000 odd persons respectively, have two members each, while Halifax, with{71,421,- also returns only two. In New Bruns- wick, Restigouche (Tory) with 8,311 ofa population is still to have one member, while Westmoreland, with 41,484, is not sllowed two, lest one of them might be a L:beral.’’. There is no reference whatever in the Billto Vietoris, B. C., Quebec West or Quebec East, Cape Bretoa, Pictou, Aiali- ifax, Restigou¢he or Westmoreland! ! What rubbish to say that Westmoreland, N B, is not given two members bscause one of them might be a Liberal. The Lib- eral candidate was snowed under in West- moreland last election by over 2,000 ma- jority, and Jost his deposit. Here is another extract from the Patriot's article : “If the Tory brute majority at Ortawa are going tu gerrmander charges made by Liberal membera, as they did with those of Edgar against Caron, and then send them | before judges «of their own choosing; if they are resolved to refuse inquiry into the conduct of partisan judges anc their mani- pulation of yvotera’ liats; if the? are deter mined to legislate more Tosie into parlia- ment through another gerrpo snder, they may find out before many years that gatiing guns will be required othe banks of the Ottawa more than they were ou the banks of the Saskatchewan in 885." Theae screams are very int.) sting, com. ing from that incarnation of p litical inno- cence which passed the Georg town gerry- mander. Night wi'l be made hideous for weeks to come at Ottawa | y just such howls as these. There may, | »wever, be a method in it all. By prolon: og the ses- sion the patriot grit may have an eyo en an increase in his indemnity. The Redistribution Bul asf ords another evidence of the determination «f Me. Abbots and Sic Joha Thompson to do vight regard less of consequenees. In Nes’ Brunswick the two seata reduced wili ly loat tu the Conservative Party. and io tiie Province a very slight deviation from he principle of representation by population might bs turned greatly to the adva:tage of the Government party. The disgruntled and conscissceless faction which r.tged the’ Riel’ and Uurestricted Racigrocity cries will, rage agaiast thia measere all the same as if something wrony was attempted. A story tuld by an aged Zulutoa white man who writes it down and publishes it ; a story altogether about Zalus and dating from the beginning of the present ceatury, when their first king madethem a mighty aation ; a story full of slaugher so needleas and horrible that every page seems blurred with blood ; a story which strives to throw, a most romantic interest and sentiment into the love of a Zalu man and s Zalu maid, and which, because of the power of the author, almost accowplishes the object; this is the latest production of the ex'rav- agant genius of H. Rider Haggard. The tale is of amighty warrior, Umslopogaas, the different periods of whose life are chap- ters of violence and bloodthirstiness ; who, because of his love for Nada; the most beautiful maid in Zululand, undergoes many adventures, in the conrae of which he becomes a companion of Cialazi, and with him hunts at night with «a pack of wolves, As time goes on he becomes the possessor of the axe Groan-maker,an instru- ment, which, in the hands of ('malopogaas, enables Mr. Haggard to end thestory withs slaughter surpassing belief,in which thehero is neasly killed. He recovers from wounds which would have proved fatal to full regi- ment of European soldiers, aad crawls back tof hia leve, who has shut herself up in a cave from which she cannot escape. So they say adieu, and the Lily dies. Very touching indeed inthis scene, butitis ashing too much to expect us to believe that Zalua are es» emotional as the author painta them. ‘Tuken altogether, the story is merely a recital of adventures and Zulu life; and it reaily seems thet ia thie volume Mr. Haggard bas brought together some remembrances of African life which he hae uot already used ; and, welding them together, by means of battles and murder, bloodshed and cruelty, treachery and torture, has given as @ bovk #0 jull of horrors that even his most extreme admirers cease to praise. ‘“‘She” is a clever book; and in “King Solomon’s Mines” the reader meets with many incidents, a)) ditfering from each other. ‘Nada the Lily,” it is almost safe to say, will be laughed at bocause of the attempt which is made to throw around the { o civilized minds) diegueting character ot a murdering savage,an element of romance ench a3 one would oxpect to find only in the stories of Miss Braddon. _ OO oe - Notes and Comments. —Counsel will leave Winnipeg in a fiw days to take part in the argument to be held before the Judicial Committee of the Privy Council respecting separate schvols in Manitoba. ~The Montreal Gazstte remarks that the census shows there are 270,000 men employ- ed in Canadian industiial estabtishments.
