PROVINCIAL GRANT There was $5.000 for educa- tional tax on an additional 200 people. an item of $2-1.000 listed as "Parkdale share of special grant based on assessment". This refers to the grant of $45,000 per year for ten years which the province has agreed to pay if both villages are amalgamated with the City. There was business tax of 87.000 and an item of $3,750 for 125 people paying water ratea of $30 each. There was considerable contro- versy over the validity of some Commissioners Alex MacLean insisted that the items were pro- perly assessed. He said. for ex- iample, that the cost estimate of i$24.000. share of special grant. iwas a pro r ‘em because in l effect “the City ‘is trying to trade i it for some of the services we get ifor nothing from the provincial government now." He instanced policing. maintenance of streets and ' of snow among other things. ~ However. Art Love insisted that the $24,000 was not a proper item of cost against the villagers. “We will be getting the same ser- vices from the City. if we amal- gamated. That item should not be shown there at all." he insisted Mr. Love alsp stated that other items concerning water rates and per capita grants did not be- long there as they did not in fact constitute a charge against the people of Parkdale. The correct_ figure with these deletions, he in- sisted. woud be a total of $53.00!) under amalgamation for 1958. ll sa‘ they should also delete from 'the other side an amount of some $1.800 for per capita grants an this would leave the estimated cost for 1958 as a separate village at some $75.000. This would still be more than twenty thousand In excess or the amalgamated cost. he sug- gest . Commissioner Macbean. how- ever. said he could not follow Mr. Love's reasoning. COST ESTIMATES On the same sheet of paper cost estimates for 1962 under unit. These were 3123.901 under amalgamation and 875.4% as a separate unit. Again Mr. Love challenged the validity of the reasoning. He said for example. that the estimate the showed the assessment on real property doubled. This is right.
