One student represent— ative to the Board of Gov- ernors shall; a)be elected annually with' in 60 days of the start of the academic year,on a date and in a manner to be esta- blished by Council. b)serve a one year term.» c)report to the Council on the request and in no case less than monthly, .‘ ' 2. Four student represent- atives to the Senate shall; a)be elected annually on a date as stipulated in Article VI,sub-section C, 'and in a manner to be es— tablished by council. b) serve a one year term. c)report to council onfire—‘ guest and in no case less than monthly. ARTICLE XIII—Impeachment Procedure 1.The impeachment of any member of the Council, Senator or Board member may be proposed by members of the U.P.E.I.S.U. or by mem— bers of the Concil. 2. Any organization‘that iS‘ not included in the Constit— ,ution or which' Council does not call into existence shall not be officially recognized in any way by the Council or anybody of the U.P.E.I.S.U. until its constitution has' been approved by Council. 2. If the members of the U. P.E.I.S.U. wish to remove from office any member of Council,Board Governor or Senator,they shall do so by first presenting to the speaker a petition contain— ing no less than 1/4 of the U.P.E.I.S.U.‘ members in the member's constituency. In the case of an Executive member, Senator, or Board representative, the total U. P.E.I.S.U. is considered his constituency. The Speaker in all cases shall present this petition to the President of the U.P.E.I.S.U. The Presid- ent shall then ask the/Coun- cil if they wish to have the seat in question declared vacant.Two—thirds vote in favour will cause a by-elec- tion to be held in the seat under question. 3. All by-elections shall be carried out as laid down in Nomination and Election Pro- cedure, ArticleXXV of this Constitution. 4. A Member of the Council may propose impeachment of a Council member, Senator or Board member by moving a mo— tion of non—confidence in the person holding the posi-: tion under question. If pas— sed by a two—thirds majority the President shall take the same steps as outlined in Section (2) of this Impeach— ment procedure. 5. The candidate whose off Constitutio ice is being contested may run in the said by—election. 6. a) Any member of the Coun cil may introduce a motion of non-confidence in the Speaker. If passed by a two— thirds majority then a ref- erendum shall be held at the end of the second week foll— owing the motion of non—con— fidence. The referendum shall be carried out by the Council's second choice for Speaker. ' b) If one—quarter of the stu~ dent body petition the Pres— ident to call a referendum to have the Speaker removed, 'then the President is duty bound to call the ref-: erendum. ‘ ARTICLE XIV—PERSONNEL BOARD 1. The Council shall appoint the Personnel Board in March The term as all members is to run from March 31 to March 30 of the following year. 2. The Personnel Board Board shall be responsible for the recruiting and selection of all non-elected personnel, student volunteer personnel and all salaried personnel employed by the U.P.E.I.S.U. That is, for all U.P.E.I.S. U. Comittee Boards and all committees on which the U.P.
