G. cuaducted in the past, the license system | een has been one vast munopuly. The supposed | restraints were not restramts at ail, and were all made in the interest of the mono- poiists, I wish Mr. Moore to define what he means by “restrictions” and ‘* guaran-! tees” in the following sentence: ‘* As long! as the liquor seiler is interested in the abuse | of strong drinks, the State will be justified in imposing restrict{ons and requiring guar- antees from him.” If he wili consent to place auch safeguards about it as shail give protection to society, ! shaii be satistied. The present restrictions and guarantees found in the ordinary license are utterly valueless, as resuits abundantly demon- strate. Gladstone has declared that the licensed liquor traffic has destroyed more men than war, pestilence and famine. If. this beso, isit not time that we were aroused to the fact that what Mr. Moore calls ‘‘restrictions” are no restrictions st ali—that licenses have never regulated ihe traffic. Mr. Moore, in the face of these facts, denies society the right to place such restrictions upon the traflic as shail really regulate it. Nothing but the dear, old- fashioned tavern, with its gin, ale, brandy, wine and rum, possesses any attraction for him. Anything short of it is an inter- ference with our “natural rights!” It is in vain to remind Mr. Moore that we have laws upon our statute books which inter- fere with our natural liberty, such, for in- stance, as the law prohibiting the carrying of firearms, against which there is a Dominivon statuie. After havivg ven dined they were driven to the Biack River, remaining there about three hours and catching 24 pounds of trout in that time. Returning to the hotel they had trout for supper. They were royally en- tertained by prominent citizens until che smali hours of the morning, that being Do- minion Day, which is their Fourth of July. Wednesday morning at 4 o'clock they started for East River, a distance of four- teen miles, and arrived at the fishing grounds at 6 30, fishing untii9 p.m, and in one hole they catching 100 pounds of trout without moving 25 feet.
