I may say that in "the month of Septemb two demobol- ized Indian army officers, Capt. Butler and Capt. Duthie. called up-I on rne and made certain state- . meats relative to Andrew Fraser Mitchell and their relations with him. They stated that he was act- ing in England as representative of this Province in connection with immigration. 1 looked into the mat- ter and found some corresponden- ce. This correspondence " ‘ that Andrew Fraser Mitchell had been appointed representative of this Province for immigration pur- poses by Order-in-Councll dated the 19th of February, 1923. I found this Order-in-Councll and examin- ed it, and found that a formal ap- pointment under the Great Seal of the Province had been issued to Mr. Mitchell in pursuance of the Order-in-Coulncll. A copy of this ap- pointment was on file. I have since found that subsequently an Order- ln-Council was ‘made appointing him commissioner for colonization and settlement purposes. Just why this distinction was made I do not know. I have not been able to find any record of an appointment be- ing actually given to “him in the terms similar to the first appoint- mont for immigration purposes. If there is such an agreement 1 can find no record of it. I also found that there has been an (express stipulation made liy the Govern- ment oi’ this Province in tho ap- pointment that Mitchell would rs- cclvc no remuneration, but that the Dominion Government hud iiii- dertakcm and hud paid hliii some salary. ilourlng tho statement oi’ thesu two gentlemen it appeared to mc that Mr. Mitchell was - fol- lowing n course which would prove injurious to the reputation of thc Province and would do linrm in many ways, and as I did not have in my judgment, sufficient da- ta, l at once took the matter up with the Department at Ottawa. I wrote to them, stating the Iacis as they were given to me, and uskoil for information and assistance. l had a reply from the Department of Immigration and Colonization at Ottawa, stating that they had un- dertaken to pay Mr. ltiitchell and had paid him a salary but had ceased at the cud of Jilly, and that they had no further connection with him or control over him. l then had an Order-in-Councll pas- sed on Sept. 28th rescinding Mr. Mitchell's appointment, and on thc next day I cabled Mr. Mitchell his dismissal and also cabled the infor- ‘ mstlon to the offlcc of the High Commissioner ut London. und also to the Canadian Superintendent of _ immigration at London, and I in- formed the Federal Department at Ottawa.
