The Budget Speech was delivered yes- terday. {t was pronounced to be the most satisfactory in the history of the Dominion, Phe financial review showed that the busi- ness of the country was in an exceedingly healthy state. Hon. Mr. Foster referred to the establishment of the steamship lines to the West Indies and to the satisfactory | resuits which have followed. He. also referred to the establishment of the fast service on the Pacitic Ovean. He explained the circumstances which fhad postponed the fast Atlantic service autuaor- ized by parliament. He said the McKinley | bill had proved less harmful than was fear- ed, and that great possibilities existed in- the British market for eggs, poultry and live stock. He had held hopes for benefi- cial trade compact with the West Indies. ! But the United States had got ahead of Canada, He referred to the reciprocity negotiations, and said Canada would treat on fair terms for whatever freedom of trade | compatible with the best interests of both countries. He proved that his statement of last year that the revenues would «qual the total capital and ordinary expenditure, although ridiculed by the Oppositior, h d been realized within three thousand doilars. i The debt had not increased and the net rate of interest had decreased eight cents, staniing at the lowest point evergfresched. The interest paid per head of population, which is the true measure of the burden of debt on the country, was now only six cents more than iu 1879, before the C. P. R. was commenced or any other vast expendi- tures undertaker, For the current year fhe anticipated @ surplus over ordinary expen- diture of over two millions. The government proposes to sweep away the duty on raw sugar and reduce the duty on refined sugar, thus wiping out three millions and one half of taxation. To make up for this they propose to econom‘ze tothe extent of two millions and to raise a million and a half by increased duty of ' liquors and tobacco, they propose one cent extra on malt, twenty cents excise duty on distilled spirits, and five cents a pound excise and five cents on import tobacer.
