Our recommendations will, in con- economy, consistent with justice to those unfortunate wards of the public, and with a view to their careful protec- tion and the betterment of their con- dition. ` In order to remove the first greatest evil-the overcrowding of the building _and the consequent impossibility of a proper classidcation of e inmates-we recommend:- (1) _The erection, with as little delay as possible, on the grounds adjoining the present asylum, of a new wooden structure of cottage style, for the safe- keeping- and protection of the fol- lowing classes now in the insti- tution, who, in the opinion of the Medi- cal Superintendent are harmless and not proper subjects for treatment in an In- sane Asylum, namely: Idiots, epilepties, imbeciles _and the demented; and the committing of 'these feeble minded per- sons to the charge of careful guardians, who would see to their being given daily occupation with proper supervision, and under the medical care of the physician in charge of the Hospital. ' (2) The thorough repair of the pre- sent structure 'bys _ (a) Puttingin new watertight hard- wood floors throughout the wards and dormitories. _ V (b) The removal of the ceilings in- jured by the filtering of water, and the substitution therefor of metal sheathing., specially designed for such purposes. (e) The construction and placing in position of proper fire escapes. (d) The removal of the laundry to a room under separate roof. (e) A careful inquiry into the sys- tems of ventilation, plumbing and drain- age and the remedying of any existing defects. (f) The construction of a rain room or shower bath room, required for the bathiii of refracto tient and for' violently maniacal. (g) The exclusive use of the present building for the accommodation of such persons as the Medical Superintendent may consider iit to be confined therein, namely, maniacs, chronics and danger- ous idiots. We were forcibly impressed with the urgent necessity of having a properly qualified Medical Superintendent, resi- dent at the Institution and recommend that he be provided with suitable quar- _ ters in which he can have comfort and privacy, The duties and powers of the Medical Superintendent being duly set forth in the By-laws passed in 1879, we strongly urge that they be fully enforced and duly observed? We consider that it would bein the interests of good order that the Medical Superintendent alone should have the power of engaging and dismissing the attendants, as well as the admitting and discharging of patients, and that in this matter there should be no conflict of authority between him and the Trustees, 5.
