HASZARD’S GAZETTE. Saturday. February 23, 1856. ’l‘rin [louse of Assembly has been much occu- pied with the presentation of Petitions of vari- ous kinds. The despatehcs on the subject of the disallowiince of the Rent lloll and Tenants’ Compensation Acts have been presented to the House, and by it ordered to be printed in all newspa ers; we shall have an opportunity of remarking upon them wlicu we see them in rint. A Law relating to lvljectmcnts and Dis- tresses for non-payment of ltent has been intro- duced, and received a first reading. A Bill to continue the Mackerel Fishery Act has been likewise forwarded a stage or two. A pretty sharp discussion :ii'osc between the Ilon. George, Coles and Hon. lvldward l’alincr respecting the practice of the House. Mr. Ooles wished to introduce a Bill and have it read ti. first time. The Speaker refused to en- tertain the motion, on the ground thatjthe rule of the House, which requires a previous notice to be given, had not been complied with. Mr. Colcs asserted that the rule only bound priiatc members of the House, and that when ll. Bill was introduced by the (i‘overi:incii‘ no sueli notice was ncccssiry, adding that the llill was rcseiited to the Ilouse by ordcrof llis ‘.xcel- cucy. Mr. Pailiner rcpuilizited the iuloa of any interference ofune briineli of the Legislature with the procectlings of the other, and contend- ed that it was it Ill‘I‘1l(5ll of privilege on the part of the Lt. Governor to zscnrl such an or«ler, lii.< do- ing wliieh he very lllll(‘ll doubted, as he-—-the Lt. t‘-uvcrnor—\vas too well acquainted with the forms and privileges ol' the House to have at- tempted such an invasion of tlium, and protest- ed against such an unconstitutional proceeding. Mr. Colcs replied, lint, seeing the majority of the House against liiiu, did what he ought to have done at first,——inovcd that the Order of the House be suspended, and that he have leave to bring in the Bill without notiee—tl.i.4 was agreed to, and the Bill was rciid ii first time.-- It was ll. Bill to protect Maigistratcs from Actions at Law on account of erroneous judg- ments given by them. -- —¢4-1-» On Thursday evening the 12th inst., a Tom- perance meeting was held in the School House near the Church, in Princetown Royalty. The meeting was opened with prayer y the Rev. Dr.‘ Kier, Chuirman—Mr. Arbuckle, Temper-~ ance Lecturer, being present unexpectedly, was called upon to address the meeting, which he did, by making some very important statements and suitable remarks. The following resolu- tions were then read from the Chair and car- ried unsnimously, with one solitary exception to the second. 1. That much good has resulted from the efforts already made in the cause of ‘Temper- once. 2. That much still remains to be done, and therefore, all legitimate moans should bo used, still further to remote the cause. 3. That nothing short of a Prohibitory law will be cfiectual to the putting down intc'mper- ancc, and therefore we plo ourselves to use all legitimate means to o tain and sustain such a law. 4. That, in the mean time, all now present, who are willing to enter their names, themselves to total abstinence, and do cm a temperance, to be called the Prineotcwn Roy- al Total Abstinence Society. . That a Committee of five be nominated, to circulate petitions to the Legislature, to obtain the names of such as may be willing to become members of the ‘ Addresses were delivered. during tlapgcning. . rson emilo'ra. May it please your Excellency 2 “V0, Iler .\Ia'esty’s faithful subjects, the House of Assembly of Prince Edward Island, respectfully thank your Excellency for the Speech with which you were leased too on the present Session ata perio so convenient for the ordinary transaction of public business. It is a source of the highest gratification to know that the labours of the husbendman have, durin the past year, been blessed with an sbun ant harvest—a blessing, we feel assured, which will give an impetus to industry and perseverance in svricnltural pursuits. We are rejoiced to learn, that the decrease in the revenue for the past year. is unimportlnt 3 and that while there is nothing to apprehend from that fluctuation for the stability and soundness of the resources of the Colon , it is gratif in to know, that the revenue or the year as on more than eufliciont to meet the ordinar expenditure. . ‘ We e ll give a careful attontion_ to the Pub- lic Accounts, as soon as they are laid before us, and we will cheerfully make the necessary pro- vision for the public service. The comiiiunications promised by your Excellency in reference to the measures which Her Majesty has been so unexpectedly advised to disallow, shall receive an early and eliberate consideration. It aderds us iuuch satisfiiction to leirn. that the transactions under the operation of the Land purchase Bill have been such as to fully justify the high expectations formed of that measure, with regard to the conversion of Leaseholders—an advantage which we are fully sensible could be greatly augmented, if a due regard for other interests allowed :1 lar er amount to be placed at the dis osal ofthe ‘o- vernmcnt under the Bill allude to. »We are rejoiced, though not sur rised to learn that the inhabitants of the sland so highly appreciate the moral and social advan- tages rcsulting l'i-oin a general dilfusion of edu- cation, as is evident from the unprecedented number of schools that have been called into active operation by the free education llill. We believe that no part of Her Mujesty’s domi- nions,of the like area with Prince Exlward Island, can exhibit such marked improvement in what tends so much to promote public hap- piness, tranquillity and prosperity as a constant and liberal extension of education.
