It is evident to any one who has
looked into the situation that edu-
cation in this province is over-rlpe
for. a change. Other provinces of
the Dominion and other countries of
civilization have been making pro-
gress, while we have attempted little
that is new since the Public School
Act came into force over ,fifty years
ago. We find Dr. Munro, Superin-
tendent of education in Nova Scotia
saying in his annual report to the
Legi.sla.ture for the year ending July,
1927: "We in. Canada lag behind in
educational administration. and in
many of its phases Nova Scotia is
behind all the others except possibly
Prlncs Edward hand."
In studying the educational situa-
tion it is natural to divide the field
into three parts- the teacher, the
curriculum and the system.
The Teacher
Of these three the TEACHER is by
far the most important. AsRt. Hon. H.
A. Fisher, author of the English Educa-
tion Act of 1918 says, "Expensive
buildings, elaborate equipment, bril-
liantly organized adminhstratlon have
their value, but the value is second-
ary. The main business of the edu-
cational system is to provide the
schools with an adequate staff of
good teachers,” There is muchto
be said in praise' of our school teach-
ers. They are industrious, conscien-
tious and anxious to fulfil all their
duty. We owe them a great debt
for their moral as well as mental
leadership. But on the whole, they
are too immature, wo poorly trained
and too inadequately paid. And
these three pursue one another in a.
vicious circle. It must not be for-
gotten that we are speaking in gen-
eral terms. 'I'here are those who
have experience, training and skill
enough to grace the profession
anywhere. My remarks must
be taken as excepting those.
But on the whole the training of
the teachers is on a level with their
salaries-wages not equal to that of
unskilled laborer-and their salar-
ies are generally thought to be up to
the level of their training. Where,
then, break the circle? There is
room here for difference of opinion,
but the speaker is firm in his belief
that better salaries must come first.
Of course this brings up the question
of more revenue for the government
through increased taxation. And
here again the minister might be of
service. Hs may, and should both
by pi-ecept and example, seek to cul-
tivate a spirit of public-mindedriess.
The good citizen is surely willing to
bear hisshare of the common weal
and if that weal requires increased
burden he is ready to assume it. It
is for him only a question of in-
formation and confidence

There ia no thought in the
mind of the speaker to criticize the
management of the College. In fact,
he has greet sympathy with the staff
in their almost impossible task of
sparming the gap between the district
school and the university. And since
this is almost impossible of achieve-
ment, the natural tendency is to
cleave to the side of the university.
The university is continually advanc-
ing its requirements, and if the Col-
lege does not make similar advance
the gap would become too great be-
tween the college and the university
and our young people's educational
careers would be more emphatically
out off. But to tie up closely to
the side of the university, means to
make the gap so wide between the
district school and this, the only pub-
lic institution teaching the final high
school grades, that not 50 per cent
of those who attempts to stride it
succeed. The consequence is that
the educational cancer of hundreds of
our ambitious boys and girls, each
year. is ended. An inferiority com-
The plan is to organize five or six go away to become, too often, hew-

precocious of the successful may
make a mark for themselves and a
reputation for the college, but the
cost is too great-entirely too great.
What Is The Remedy?
What is the remedy? It cannot be
a single one. The students of grades

not adequately prepared for the next
grade (which is the College.) And

teacher at any time. It was never
intended that the primary teacher
should need to teach high school
grades and where she attempts to do
this, as she must in the single-room
district school, her work suffers in
both the primary and high school
grades. The pupils of those high
school grades try the entrance exam-
