1. This organization shall be known as "The Prince
Edward island Development Commission."
2. _Tho object of the Conrnrissloir shall bc to enquire into.
discuss and make suggest-ions and roconimcndatlonrr regarding
matters pertainlmg to the welfare and development oi’ this
Province. ‘
3. The -(ioininissioir shall consist of tho twenty irrciiibrrs
who were appointed by the Confereiicc held' March 7th, laid.
viz.: Eight members from Quecira County; six inc-inbers from
Prince County, und six nicinircrs freiir lil.ng`s County; eight
riicnihcrs to form a quoiurn.
4. The Gornmisslon shall elect from among its members zr _
l'rci-iirdcnt and three Vice-presidents, one from each of the Conn- -

action as it dcoins necessary to carry out the purposes for

We are now entering upon an epoch in which the social, ecoiioiiiic and-
spirrttual relations of humanity at large are being fundniuentully re-adjusted,
and it ls' supremely necessary that our sons and daughters should' be able to

Your Commission feels that the development of our Fisheries is ii irrat-
tor of very great importance to this province, and one that demands iiniiie/
dinte arttemion in as much as it has been vcry much ireglectod in the past.
ln fthe report of our sub-committee, submritted lierewltlrpnn endeavor has
been made to set forth the salient facts clearly and to suggest the limes along
which im-mediate' actloii is called for.
The first step tis to obtain expert assistance. .For this we must needs
turn to the Federal and' Provincial Governments. and your Commission wishes
to most respectfully lrnpress upon you the urgency of the case.
We possess one of the finest. if not the finest fl-shimg grounds in North
Altlerica and we have not, up to the present, taken advantage of our oppor-
tunities. Save for the lobsters. we have no regularly conducted fisheries, and
no class of men who pursue fishing as their sole vocation li' we except the
lohs-.ter fishermen who only are engaged for s small portion of the year, Yet
our waters are teeming with tlsh for which there is ir constant demand.
Not only is this true of onrcoast waters, but nature selected our bays
as the natural home of thc oyster. All we have done, so far, has been to
wantoiily fish out and destroy the beds she so bciieilcleritly liaridcd over to
us. An uttc'n‘(pt Bras been made to protect the few beds that reniairn to us
and encourage oyster culture, hut the results are not as satisfactory as' we
ness be conducted on a large steals with capital sufficient to indulge in ex-
