SPECIAL DESP ATOR To ) TER E ate ended PARLIAMENT Or CANADA, Premier Laurier’s Utterances Criticised, Senator Ferguson Delivers an Important Speech on the Island’s Claims. STRONGLY PROTESTS AGAINST PRO- POSED ARBITRATION And Demands Fulfilment of the Late Government’s Policy. Orrawa, June 16.—After orders of the day were called yesterday afternoon, Mr. McNeil! called attention to the cabled report of the remarks made by Mr. Laurier, in England. The Premier is reported to have said that Canada did not desire Great Britain to depart from a free trade policy ' » . preferring by taxing foreign goods for tlie purpose of colonial products, and also declaring that no better naval defence of Canada wa; required as ihe United States was the only country with which Canad could be atwar. Mr. McNeill said it would be nothing short of 4 calamity if after this Parliament had agreed upon a policy of Preferential ‘i'rade, after Mr. Chamberlain had assented to it, and after the princip e had heen aitirmed in the colonial conference the Premier of Cana2a had lifted up bis voice against the doctrine thus breaking up the colonial concert. Nor could he under- stand how Mr. Laurier could say that the United States was the only country with which Canada could be at war since e 9 | & | outs ® ' ates S87 displaceme $ for partiza @ | have been made S | : i |} Mr. Fergn ‘ respondence | betweep the Government of ? rince- Edward Canada would be at war with any country that made war on the Empire. Sir Richard Cartwright refused to dis- cuss the matter on the basis of cable reports. He had confidence be said in the wisdom ant prudence of Mr. Laurier and he declined to believe that he had said anything he should not have said. Sir Charles Tupper while justifying Mr. McNeil! for bringing the matter up, agreed that it would not be right to accept a press report as authoritative. Sir Charles could not believe that the Premier would in this way, repudiate not only the policy of both parties in thia country but his own most emphatic declarations. The House then went into committee and discussed the tariff. Several changes were made, notably a reduction in the coal duiy. A customs charge of 54 cents a short ton will now be made, Early in tue session Sir Charles Tupper secured an order for the names of> the officers dismissed or retired during the past vear. The partial returns bronght down in reference to the order refer to the de customs service alone and enumer- lisp] pts, of which 22 were Thirty-five appointments to vacant places down to nship. date. In the Senate yesterday afternoon, Hon. son called attention to the cor— recently brought down Island and the Dominion relative to the fineucial claim of the Island against the | Dominion and enquired what the govern- ment intended to do regarlirg Premier Peters’ proposition that these claims shouid be settled by arbitration. The Premier of the Island, had accepted em- ployment from the Dominion Government thus placing himself under a personal obligation to the Liberal Executive. Sen- ator Ferguson hoped that the Government would refuse to submit the railway claims of the Island to arbitration, but would carry out the policy of the late Government with reference to the construction of the branch railways so much needed on the Island.
