There exists therefore reciprocity t0 the extent that natives of Britain resident in Canada are liable to our restricted form of conscription; but, comments the Globe and Mail, there the reciprocity stops. It may be that Mr. Bevin was hinting that, if the Canadian Government qnttlfi rot sec its way to remove the present limitation: 11pm, conscription, it should re- ciprocate by making all British-born residents of Canada liable to full conscription. Once the necessary legislation is passed at “kstminstcr there will exist the anomaly that a yming Czinatlian who ltappcns to be resident in Britain will be liable for military service any- where, but his brother who ltas remained in Canada. cannot be called upon to serve outside his own rotintry. W‘ Tillie Ia n Much has been heard latel about the Ruml income taxation. Dr. Beards ey Ruml is chair- man of the Federal Reserve Bank of New York, and is engaged at the present time in a Clint- piiign to get his views accepted by the United States' Government. His system has gained considerable support in that country and also in Canada, experts finding much in it that com- nii-utls itself to their approval. Bankers ltavc 3;...» (‘nil-used the, stllclltff, which would appear to be atlvantageoits for the general public as a. whole. The idea is to pay taxes on current in- come, on a “pay-as-you-go” basis. butler the present system, Canadian iucontc tax payers will not liquidate their I942 tax tiii next summer, which means they are really in debt to the Government for taxation for the first half or more of the year i943 st the same time as they are paying their I942 taxes. It is a delus- ion t0 suppose that taxes are paid up to (late ivitli the deductions from pay envelopes, under these circumstances. If for any reason incomes suf- fer an unexpected reduction, the outstanding balance of taxation must be paid just the same. lVhat the Ruml plan advocates is the collec- tinu of tlic income tax on current revenue, taxes being paid up to date at all times. It does away with arrears and involves no loss of re- C_C_ ceipts to the Government, it is asserted; on the contrary, according to advocates of the plan_ more money would be collected than is at tires- out the case. In any case, it is a subject well worthy the consideration of those best qualified to judge of its merits, and the authoritative discussion provoked by the development will be followed with great inter- est in this cfiinttry as well as in the [Itiittri States. Australian Dairying The Australian Government recently coin- plated an exhaustive investigation into the ef- fect of wartime restrictions and manpower problems nn the dairying industry of Australia, particularly in respect to butter production. As the result of various recommendations sulnuil- ted to the Australian Cabinet, the Prime i\Iin- ister has announced that sn snual subsidy up to lpproximatel $7,500,000 will be made available to the dairying industry as a primary measure to place it on a wartime basis. The subsidy is considered necessary to ensure adequate supplies Ind maintain producers and workers in the in- dultry under reasonable living conditions. It was realized that rationalization of this industry was essential to maintain the supply of dairy pro- ducts with the constantly increasing demand for personnel in the armed services and to meet urgent United Kingdom needs in aildition to civilian consumption. Payment of the subsidy began October I, 194s, and the Australian Arbitration Court has l l THE CHARLOTTETOWN GUARDIAN been authorised to make any idiulttflmt 0f wages considered to be equitable and necessary, after taking into consideration the present lcvt-l of wages and living conditions as compared with those in other primary and secondary in- dustries. Any wage increase decided upon will apply retrospectively to October I. The sub- sidy is payable in full to producers and pity- incnts will be on a differential scale according to the relative disabilities to producers in differ- ent sreas of the Commonwealth. The Cum- monwealth Prices Commissioner will continue to control prices and distributing niargitis iii tlic industry.
