Having now been a Member of tho House of Assembly for a period of IO years. and dur-_ ing tltat time. having served in live parliaments. cou- secstively. I-‘rom appeals made to Her Majesty by the House of Assembly of this Colony in the Sessions of I849. I850, Her Ms- josty was pleased to accede to the policy cfgranting to its inhabitants Responsible or self Government. and your Excellency ‘s ussuiiipsion of tho Government of this Colony. in the year I851, was considered an appropriate time for carrying that syeteni into elfect; and in the month of April, of that year, a Bill for a permanent civil List. having passed the Legislature. and other perliminary arrangements having been completed, Responsible or self Government was then introduced. and a new Executivecouncil was formed. in accordance therewith. I was one of the majority who in I850 voted for the introduction of the system of Responsible or self Government, and although I was by no means It supporter of those Members of the llouae of Assembly who were first called on to ss- aiel. your Excellency in carrying it into effect, I was led to expect. that under your Excellency's ndniinis- tration. Responsible Government would have been carried out in good faith; and at that time. I believe your Excellency frequently declared iliat it was your intention to do so. and that whatever change might be produced in the persona composing the Majority of the Representatives of the people. you would feel it your duty. to unite cordially with them, and adminis- ter the Government with equal justnese and conside- ration towards them. that had been observed towards any other party who may have previously formed your Government. On the 9th February last,tlie new House of Assembly. the first one returned under your Excellency's administration. was called together. and. in a few dziyu afterwards. that Iluuse declared by its vote, a want of confidence in your Ext:cllency's ad- visers. A new Government was formed thereupon,of which I had the honor to heroine n meinhei through- out the Session. which has I0 lately treininated. The present government was supported on every public niensure. by a strong. and I do not hesitate to add. a highly respectable and intelligent majority in the As- sembly; and I believe that. since their appointments to ollice. the Members of your present adniiuistretion have in all their communications evincod the utmost courtes and respect towards Your Excellency. as well as ieir readiness to co-operate with you faith- fully. in all matters in which the public interest and prosperity of the country were concerned. I extreme- ly regret. however. that I now feel myself compelled to state to your Excellency, that it appears to me quite manifest. that the policy pursued by your Ex- cellency towardn the Members of your Government. has been of a very opposite nature to that which I con- ceive they had s right to expect. And a conviction is now forced upon my mind, that your Excellency instead of extending to them your countenance, and that constitutional support to which they were entitled. has allied youreelfto a particular party to govern for their interests rather than for the welfare of the people at large.
