MAY 17. 19-17 Illty School Improvements The need lor improved public school condi- Iions in Charlottetown was shown verY ClFIlIIIY by the large attendance at Thursday mgllls neeting called by the School Improvement _eague and presided over hv Dr. J. A. MGCMII~ Ian The meeting, by a unanimous standing vote, Expressed itself as being favorable to going iihead as expeditiously and energetically as pos- iible to have a composite high school establish- yd in Charlottetown. _ While all were agreed as to the oblectlve, ll-Ue was naturally some difference of opinion iis to how this was to be achieved. The responsi- Dllity of the Provincial Government undoubted- "y extends to all schools within the PTOVIIICCr l?!" lugl how much financial help can bc obtained from this source is a matter of doubt. The nia- iority of opinion seemed lo be in IUYOI’ Bl Ills‘ lime-honored maxim that Heaven helps that; "l"; help themselves, and that if Charlottetown needs a composite high school as bafillyldflsbv/ITE represented by several speakers, it s ou iii It regardless of expense. _ _ I This throw‘; the responsibility back largely upon the City Council of giving leadership in the matter. The only membergcf the Council who spoke at Thursday's meeting was His Worship tmyor MacDonald, who favors the movement. ll might be well to have the views of the full Qguncil on the matter before going further, for undoubtedly they will have to decide on vthc methods of financing. lt should not be difficult to take action if there is unanimity and enthu- iiasm. , Money is cheap at the present time, 'as_ls evidenced by the success of recent provincial bond borrowings. Borrowing over a IonQ-le-Im Per‘ iod for capital expenditure of this kindneed not necessarily mean a heavy increase Ill civic taxa- tion, It is all a matter of sound financing. It is to be hoped that the enthusiasm engen- dered ot Thursday's meeting will not be per- mitted to peter out into talk and wishful thin:- ing. That has happened before to many wort - while schemes. And there is no doubt as to the importance and value of the school improve- ment project. This City is badly handicapped in Its lack of modern educational facilities. Ono need go no further than the progrcfllve fOW" of Summerside for the evidence. Siimmeriltle citizens did not wait for Government handouts before going ahead with their fine modern High School. Visitor Prince Edward Island welcomes a dis- tinguished visitor today in the person of Sir Alexander Clutterbuck, High Commissioner for the United Kingdom in Canada. Sir Alexander succeeded the Rt. Hon. Malcolm MacDonald on Ihe latter's appointment o: Governor General of Malaya, and since assuming office a year ago this month he has been an outstanding success. This is not surprising, as he has had wide ex- perience ond is well versed in Canadian mat- ters. He visited Canada on a number of pre- vious occasions, notably in I942 when he accom- panied the present British Prime Minister, Mr. Attlee, who was than Deputy Prime Minister and Secretory of State for ‘Dominion Affairs. Educated at Malvarn Ccllege, Sir Alexand- er served in the First World War with the Cold» stream Guards from l9l6 to I919, was mention- ed in despotchos and was awarded the Military Cross. He entered the Civil Service in l9l9. Hi: acted as Sscrstriry to the Donoughmore Commission on the Ccylon constitution from I927 to I928; attended various meetings el ‘he League of Notions Assembly and other in- ternational conferences between I919 and l93l and was Secretary to the Royal Commission on Newfoundland in I933. From I929 to I940 he served as Deputy High Commissioner for the United Kingdom in the UIIIOI'\ of South Africa; since I942 he has been Assistant Under-Secre- Iary of State in the Dominions Office in charge of economic, financial and supply questions. He received the award of K.C.M.G. in the New Year's honours list last year. Sir Alexander is due to arrive at Borden thitwafternoon and will be driven direct to Char- lottetown, where he will remain over the week- end and will address the Rotary Club luncheon A Distinguished i tdendoyen the subject, "The Outlook for Brit- dlh." It is regrettable that his stay will be so brief, but he has a strenuous Maritime itiner- eiy, and must keep strictly to schedule. It is to be hoped that he will find on curly occasion to revisit us, and prove out some of our celebrat- ed holiday attractions. There are 28 departments of govern- ment. In I7 of them the Government will spend more this year than it ever spent before. "This Government seems unable to return to the practice of the old-fashioned virtue of thrift. The result is that incentive is being crushed. The will of the individual to establish his own security is being killed. People everywhere are encouraged to get on the Gov- ernment payroll or to accept Government doles.“ Isn't it the truth? — LDIIURIAI. NUIIZS - Saint John is to observe Victoria Day on the 24th, but Toronto Board of Control is ask- ing the Federal Government to change by order-in-council, the date to the 26th. w t . . Sir Edward Jenner, M.D., English physician, born this date I749; he was the discoverer of vaccination as antagonistic to smallpox, and the results of his researches are seen today in the comparative freedom of the CIVllllEd world from that dread scourge, and the adoption of inoculation as a preventative in other com- municable diseases. a w a w Mr. Justice Minister Ilsley indigriantly de- nied a statement that the Canadian dollar was revalu-ed downward because of Washington pres- sure. He, as well as most people with any knowledge of international financial relations, knows that it would be Wall Street and not Washington from which pressure, if any, would be applied. e o w a Not much attention has been given to the Provincial Government's recent successful loan floatation of 9,000,000 for road and other pur- poses. All the some it means our net public debt amounts to about $20,000,000, which, in round figures, represents a mortgage of $1,300 on the assets of every individual on the Island. fl fl w w ‘do with such a Hiilerian person. The percentage varies from o high of 35 pcr cent in Ontario to a low of 0.2l. per cent in Saskatchewan. Ontario con- wines 79-75 per cent of the power used on Con- ooian farms. These figures, states the Agricul- tural lnsfitute Review, indicate that there i5 great scope for. further development and appli- cation of electric power to Canadian farms. w w w ‘a Mr. Arthur Ross iPC-Souris) has urged "I1 the Commons that the Government introduce the system of the transferable vote before an- other election. The multiplicity of parties in Canada had complicated the election system in Canada and he felt it time a change in voting procedure wos mode.
