THE EllIIOR’S MAIL Letter From Mr. John Ander- son. ‘ Sm,-It is said a Highland Scotchman must speak twice to be understood. I therefore wish to make a short explana- tion of the points in dispute. Wishing to make my statements as brief als possible they could not be quite as explicit as desirable. Regarding the enacting of the C. T. A. as a local act I took for granted that all intelligent people knew that the local Legislature cannot alter, amend or repeal any Dominion Act but that ' they cauld take, in this case, the C. T. A. and incorporate, as much of it as they thought fit into,a. local- measure making changes and improvements where the C. 'I. A. can be bettered. ' As to the other point that I accepted the principle of Provincial Prohibition at the Alliance meeting in the sense in which you advocate, there evidently is a misapprehension. The resolution asking for a local act when first submitted to the meeting defined a. plan, viz: by local option, on the lines of the C. T. A., but requiring two-thirds majority to defeat the Act instead ofa hare majority as in the Scott Act. Some of the speakers feared' that plan meant license and opposed it on that ac- count, another very intelligent man arg- ued that we could accomplish our purpose by having the license fee now $200 raised to $20,000, a. prohibitory figure. The dis- cussion took upto the whole afternoon. Finally to close the discussion we passed the first part of our resolution “that We urge the enactment of such a law as shall prohibit,” etc.and without detining exactly how, and further the Executive were left tree to do the best they could it the matter came before the Legislature. Now in giving my personal views to the Patriot in reply to tae Editor’s enquiry as “Kindly stateif you had any definite line of action in mind in passing this resolution,” I considered myself still free to give my views, and in liance or any body hut,myself to them. In fact the Editor of the Patriot evidently did_ not isee in that_ resolution any definite' plan either. I therefore hold that we all are still free to follow any line ,of /action 'we deem best. Lf your plan, Provincial Prohibition, were deemed safe and practicable, or any other plan that would suppress the sale of liquor in the city is olfered us, I am pre- pared to accept it. And in giving my views, held from extensive reading on the subject to the Patriot at its request. I deemed I was doing the cause service and not an injury as held by some.
