It is interesting to glance backward
and note that on lst January 1874
there were but 58 patients in the
Hospital, or less than one third of the
present number. At first thought
it might seem that there had been in
the 25 years past an alarming increase
of insanity in our midst, far beyond
the increase of our population. Such
is, however, probably not the case.
In 1874 there was doubtless a larger
1 proportion than now of insane persons
who were not sent to the Asylum.
'And when brought under treatment
the lives of thosevwho do not recover
their reason are prolonged, thus caus-
ing a. steady accretion of numbers in
the institution. _
A much fairer test- as to the in-
crease or diminution of insanity in
the province would be the number1»of
admissions from year to year, 'and we
_ shall he sonfewhat re-assured when
applying this test. A table in the re-
port shows that the total number of
admissions and rc-admissions during
the 25 years since 1874 was 865 or an
average o_£.,nj_e;_i_;__1y__yearly. If we.

over 35 per cent, were discharged re-
l lapsed 19 of them again recovered, so
showing that persons who feel com-
pelled to send a relative or friend to
THE GUARDIAN has frequently had
oilicor resident in the institution.
1 The necessity for these improvements
grows with the increasing number of
patients. Probably no better results
in the way of increased percentage of
recoveries need be looked for until 1
existing wants are supplied. The
best efforts of government and legis-
lature should be directed to providing
:room enough, and such other im-
proved conditions as will -iford the
best possible care, comfort and chance
for recovery in this sadly afflicted
class of our population. _

, Baker from the position of city editor

ions. Mr. Baker was greatly liked
by his fellow-workers in the otlice,had
af decided aptitude for newspaper
work and was popular with the pub-
lic at large. In severing his connect-
ion with this journal he carries with
him the best wishes of all.
' Mr. D. K. Dobie, well-known as
the mechanical foreman of THE
, GUARDIAN, has been ,promoted to
~1the~ci-fy editorship. He has been for
lycars _coniiected with the paper, hav-
ing Bret engaged in its employ eight
'years rg-1> when the late l\'lr.1 B. D.
Higgs was its editor. Mr. Doble ren-
l dered .excellent service in the mechani-
cal department, and acquired know-
ledge there that will prove most valu-
able in his new posit-ion. He also
knows the ciry and the business pa'
rons of THE GUARDIAN well, and we
feel assured that with his characteris-
tic energy he will make the city new
dcpartment of this journal all that
can be desired. Mr. Doble has been
acting city editor during thc past two
weeks. . 1 - `
Fortunately the management is able
to fill the position of mechanical fore-
man without importing a man from
outside. Mr. YV. N. Duchemin, who
for years past has most capably filled
the position of night foreman, and
\» ho knows all that pertains to tl...
mechanical side of a newspaper, is
now promoted to the position from
which Mr Dobie retired. Mr. Duche-
min’s many friends will be pleased to
know that if none the less bu'~y here-
after it will be in the day time and
he will have the chance to sleep at
night.
M-r. W. R. Turner, who has been
for some time on the composing stud'
and occasionally doing duty as night
foreman, will now fully take up the
duties of that position. The stall'
thus reorganised will be found equal,
we have no doubt, to the demands of
THE Guannunfs ever expanding
business.
