In two Ontario and four Quebec constituencies there was no change of political complexion in any one, and while the Liberal majorities were lu'some instances reducedin Quebec, and in one case slightly increased, the result would not indicate any consider- able ohangefof public sentiment either for or against the Government in those Provinces. The seven byeleetions for the Com- mons held yesterday were quita widely distributed. Two of them are lu western Ontario. East Lambton bordering on Lake Huron, is a rural riding with no large towns. It is lntersected by the Grand Trunk and Canada a Southern Railways. its southwestern part includes part of the cll region and the villages of Petrolla, Oil Springs and Oil City._ East Bruce is also a rural constituency situated oonsiderably farther north than East Lambton, and is separated from Lake Huron _by West Bruce. The Wel- lington, Greyand Bruce Railway divides it nearly in the middle and the Georgian Bay and Lake Erie Railway runs slung its eastern border. Hocheiaga and St. James are divisions of the City of Montreal, the former being a suburbaa district containing West- \l1°\ll\¢» St- Henry. St. Gunegonde and a part of St. Gabriel Ward. It was then held that articles of the first class, des- tined to a belligerent country or places occupied by the army or navy of a bellig- erent are always contraband. Merchan- dlf-.e of the second class is contraband only when actually destined for the military or naval use of the belllgerenls. That. ofthe third class is never contraband, though it may he liable to seizure for a violation of a blockade or siege. In regard tn coal, Japan has mines of her own, but both Russia and Japan have made purchases of English steam coal, some of which had not been delivered 1 when the war begun. Japan will, how- ever, be wellsupplied from ber own coal fields, as in 1902 she exported coal to the value of $8,500,000. Russia although. some ofl her ships burn oil fuel, will probably require to supply her navy in the far cast more coal than she can hope It is concluded that coal and provisions will both be had to be contraband and liable to seizure while on the way to an euemy's port.
