Our present buildings are adapted for the accommodation of sixty pupils. Sev enty pupils are in attendance, and the -chool 1s overcrowded. Otber blird child- ren are seeking admission, and the question has forced itself upon the Board of Man- igers how to provide accommodation for allwhoapp'y. To this question there can be but one answer, namely, to extend the present buildings. This involves an expenditare of $20,000.00, and it can only be satisfactorily carried through by the cordial co-operation of a sympathetic and appreciative public. I believe that the people of the Maritime Provinces are in full sympathy with our work. I believe they thoronghly appre- ciate the gratifying and encouraging re- sults. I believe that they take an honest pride in the position which this Instita- tion ¢ world, and I believe to the best of their ability they will come forward with their dollars and cent, and generously contribute towards the fund for the erection of a second wing to the School. Reader, I deem it a privilege to ask you individually for your assistance. Your c yntribution, large or small, will be most gratefully received, and [am _ confident that under God’s good Providence the result of this appeal will be to enable the Board of Managers to erect and equip the additional building. I certainly have good reason toknow that the friends of the blind are ever ready to make up to them as far as possible for the loss of sight, and [am certain that any movement that will better secure the welfare and well being of those who are deprived of vision will receive your sympathy and support. Your committee are of the opinion that every church should consider it to be a part of its legitimate work to give and receive instruction upon the great principles of temperance through the preaching of the pastor, the leaching of the Sunday School by religious temperance meetings and in other ways, and to lend its sympathy and influence to all legitimate work outside of the local church. Wewould further state our convictions that inasmuch as the traffic in intoxicants is @ menace tothe well being of society and state, that we have aright to look to our legislature for lawsthat shall protect us from the danger and that we should urge upon those who have to do with the nomin- ation and election of candidates for parlia~ ment thatthey should see to it thatonly those shall be accepted as worthy of such ‘re sponsible positions who, with other qualifi cations, are consistent temperance men and who wil! give assurance that they will sup- port every measure forthe probibition of the traffic. In addition to this we must continue to require our Dominion and Provincial par- jiaments thatthey use whatever powers constitutionally belong to them in granting to us laws that shall prohibit the importa- tion, manufacture and sale of all kinds of intoxicating liquors, and that we do not ask as a favor, but demand as a right. It is al-o the opinion of this convention that inasmuch asthe Liberal party of Canada have pledged themselves to grant a plebiscite on the question of prohibition, that the present Government be asked to make provision for this at an early date, and that when an opportunity is offered we urge upon all voters to emphatically de- clare themselves in this way in favor of the leg1l suppression the liquor traffic. The following resolution was adopted :— Whereas, the highest court of colonial appeal in Great Britain has recently decid- ed that the entire control of the sales of in- toxicating liquors is intra vires of the local lezislatures of Canada and that the power over the importation and manufacture rests with the dominion parliament and hence the plebiscite taken in 1894 gave such over- whelmning majorities in P, E. I. and Nova Scotia in favor of prohibition of the liquor traffic. ‘therefore :— Resolved, That this convention do _peti- tion the legislatures of Nova Scotia, New Brunswick and P. E. Island to enact Jaws respective provinces : Resolved, That this convention do peti- tion the dominion parliament m its next session to enact a law prohibiting the im- portation and manufacture of strong drink in Canada, and ifa probibitory lav will not immediately be made for all Canada that the dominion parliament be reqnestee to prohibit the manufacture and importa- tion into any province where the sale of liquors within its borders; and Resolved, Further that we request every Baptist church within our bounds to make suitable petitions.
