A LIQUOR TAX.
The protest ofthe Charlottetown
Temperance Alliance brings promin-
ently to the front a matter that has
been much talked about during the
past few days. As is well known the ,
temperance people have been desirous
to have some amendments to the Liq-
uor Regulation Act already outlined
in these columns in the synopsis of
the Bill introduced by Premier Far-
quharson.
On the other hand a proposition
has been mooted to place a tax of say
$200 each on those engaged in selling
intoxicauts, the proceeds to go into*
the provincial revenue, and out of it.
any necessary sum to be given toward
the enforcement of the amended Liq- `
;uor Regulation Act. The proposed
'tax is naturally repugnant to the feel-`
ings of the Temperance Alliance,whoSe
members, or many of them, View it as
only a. revival of the license system in
another form.
It seems that the men in the liquor
trade, or at least the more prominent
of them, are quite as suspiciously
temperance people are opposed to it.
The strong opposition of the branch
 ‘of the Dominion Alliance, the Pres-

ous and temperance bodies to the
,f principle of license is well known and
:thas been placed upon ohicial record.

A communication was read from
Conn. Lyons to the rifect that his pro-
sent wharf lease was' about expiring
and that he was prepired to lease for a.
term ot tive or ten years at $400.
Coun. Horne said that it would take
$400 to repair it, and recommended
that Mr. Lyons he leased the wharf at
S-l0(’for ten years. Council tc allow
Mr. Lyons $400 for repairs and Mr. I
Lyons to keep it in repair for the re-
mainder ot the term. '
_Coun. Nicholson thought ten years
too long and that five years was long
enough. He would suggest to sell it
rather than rent it. He moved an am-
endment that the time be live years.
The amendment not being seconded
the original motion carried.

Mr. Laird as Water Commissioner.
Coun. Crabbe introduced a resolution
seconded by Conn. Taylor that two ad-
ditional policemen be appointed. Ap-
plicants to receive S 1.00 a day and to
be men not over 28 years of age.
Conn. Hooper did not think the city
Wanted any more than six policemen
and referred to New Glasgow wlfh one
policeman to 5000 population. He con-
cluded that more lights were needed .
He thought the town was peacable and
the lights would be of more benefit, and
that the taxes were high enough now.
Coua. Crabbe showtd that we have
only two policemen on patrol at once
and that these men could not be expect-
-ed to patrol the outskirts as well as the
main parts of the city. _
I Conn. Horne said the people should
lhelp the police in doing their duty.
; L:oun.Lyous thought two more police-
men were needed.
Conn. Wheatley thought an addition
to the force was not necessary.
Coun. Nicholson called attention to
-_ the action ol country members in the
l Local Legislature trying to take a reve-
» nue out of Charlottetown from the
liiquor men of between $3.000 and $4,-
000. He thought they cught to pay for
_some of the police protection. He
- claimed that the city should not be in-
terfered with.

to say it is tor the interest of -citizens
