_' The Gtnu-dlnn, Ohnrlottetown, Mon. Dec. 16. 1968. . Master Agency System Explained By Gordon By JAMES NELSON OTTAWA (CP) — Establish- ment of a CNR master agency system. now being ' Moncton. N.B.. and Edmonton. may result in a long - opportunities, Donald Gordon ‘1 E H growth in job CNR President said here. Appearing before the Com- mons railways, airlines and shipping committee, Mr. don was in a mellow and ex- pansive mood as he described new developments in railroad- ing designed to improve serv- ice while meeting the competi- tion of other transportation sys- tems. Under the master agency sys- tem. CNR stations and sheds may be closed in many small communities around the major shipping centre. and the short- haul freight and express traffic handled by truck from the big- . of the committee feared this meant dislocation ol jobs for many agents and in- creased truck competition be- tween the sprawling giant of the national railway system and the local private trucker. Not necessarily so. said Mr. Gordon. The plan would be in- troduced only over a long pe- riod of adjustment, and not so rapidly as to displace many workers now on the payroll. ’i‘he long-run prospect was for in- creased employment. “It will mean tlislocatioii of some types are most anxious in regard to the human problem," Mr. Gor- don said. “We are trying to see -d how best to move the workers around and meet this problem." QUIZED ON REPORT Mr. Gordon appeared with his 1962 annual repnrt—nnw nearly a year old—«and was quizzed on a wide range of local problems. Committee members. however. appeared to be reserving dis- cussing of the big issues of hi- lingualism. truck competition. and branch line abandonment until later. The committee continues its hearings today The mornin: sitting of the committee. which in past years has seen heated fireworks be-‘ tween the (‘NH president and MP5. was relatively placid. At one point, Mr. Gordon was being quizzed by Sherwood Rideout IL—Westmorelandl about pro- perty development in Moncton. and he said: ‘'I don't want to get annoyed. in fact. I'm not going to get annoyed." But, Mr. Gordon said. he could not let pass withotit com- ment "an innuendo" which he claimed Mr. Rideout made. The new Brim ck MP complained about the lack of an outdoor shelter at a new CNR station _ in Moncton. and said it was too ‘ small for the city. CNR SHOWPLACE Mr. Gordon said the building is modern, efficient. and a CNR showplace in the Maritimes. He said commodate Mont-ton's needs, based on expert advice of rail- way t')Ifl('laIS. “The public disagree you." Mr. Rideout said. "Weil I disagree with you. Mr. Gordon replied. “You're not with the public-—you're just one man. Gilles Gregoire tcreditiste - Lapointer sa' ' a member of Parliament, rep- resented the public BOG-GED DOWN He said in reply to questions b_v Leon Balcer IPC-Trois-Riv- " . formcr transport minis- ter. that wharfs for a new rail- way ferry service at Sept Isles. Que. connecting with Baie Co- meau. would be "quite expen- sive." and improvements in ferry service at Baie Comeau "have bogged down." Mr. Gordon told Gilles Gre- goire tCreditiste—-—LapointeI the NR intends to establish a new fast service between Montreal and Quebec City—with a run- ning time of T2 to 2% hours — next spring. following the south shore of the St. Lawrence River. Transport Minister Mcllraith told the committee the govern- ment has made no decision — and he doesn't expect one be- fore Christmas—on construction of a 57-mile line between Ma- tane and Ste. Anne des Monts in the Gaspe region. The rail- way made a study of the pro- posed line for the former Con-‘ servative government. Mr. Gordon said the in passenger services do contemplate any extension of c°_mr:i3t¢r._'!ee=« The.¢NR.is in- skills, and we‘ flP““ it will ac- I r. Mr. Gordon said. , GEN DEFENCE . . Defence Cuts Hit Hardest Blow Al Navy WINNIPEG 'CP\ —— Defence budget cuts have hit the navy proportionately harder than the other two services. says Presi- dent Liston Mcllhagga of the Naval Officers’ Association of Canada. He said in an interview here that the navy generally gets about 20 per cent of the money allotted to the combined serv- ices. But it received 25 per cent of the reductions. . The cutback, announced by {Defence Minister Hellyer last -week. appears to be “otit of ' proportion." Mr. Mcllliagga, head of a group made up of 2.500 retired naval officers. said the imbal- ance was large enough to war- rant concern on the part of the navy. From a long-range viewpoint. he said. the association is most .concerned about the damage one to youth training pro- grams. However. he said the associ- ation could not draw concrete conclusions on the reductions until it has seen the defence; review and the white paper on defence due in January. in a prepared statement is- sited earlier, the association said it appreciates the “neces- sity of cutting operating costs in the services. in order to re- lease funds for new weapons and capital expansion in the in- tercsts of maintaining the most modern type of armed forces .in Canada." , “We view with considerable alarm. hoivever. the closing down of naval reserve divisions. particularly in areas where there is no other naval repre- sentation."
