By the prudent forethought of a. benefi- cent City Council and the operation of an expansive and liberal contract system Charlottetown can now boast a system of street lighting that is altogether unique. It has not received that attention to it is entitled at the hands and eyes of scientists and curiosity seekers. It works in a variety of modes several of which have not been introduced with like suc cess elsewhere. If THE GUARDIAN might suggest a name for the system it would be the Twentieth Century Irregular Inter- mittent. It is so arranged as to give the greatest possible variety. Fixed lights, shining steadily would become monot- onous. Flash lights occurring at intervals of a given number of seconds would be al- most equally so. Our system avoids this sameness by introducing surprising and engaging variations. This is really its strongest point. At some times the dark- ness predominates for nine seconds out of ten. Then may come a quick succession of flashes at intervals of one, three or se~ ven seconds, quickly followed by blank midnight darkness which may be felt. Another variety is introduced with great frequency, in which certain streets, or portions of the City are illuminated while other streets or sections are obscured, touchingly suggestive of the lights and shadows of real life. Viewed from a. distance the effect is very striking. The gazer from the heights of Tea Hi11,or from the deck of a steamer ap- proaching the harbor sees a glow in the be the radiance of the Island Capital. An instant later it is gone. Then asuccession of light waves break upon the sky, each followed by darkness, and the gazer, if he be a stranger, is left to guess whether what he is witnessing is the effect of search-lights from a deet of war ships, an advancing lightning storm, or the shifting gleams of the aurora borealis. To the observerabout the city. one of the endless varieties of the system is the lamp that slowly dies down to ared gleam, then disappears, and some minutes later after throwing forth a succession of sparks. re- sumes its wayward brilliancy. Several of the lamps that adorn the central portion of the city are of the winking variety. They close their eyes so to speak, and as- sume a meditative attitude for some mo- ments, and then look 'out sleepily upon the town again. To the lovers, ensconscd on the seats of Queen Square this feature is especially grateful and pleasing. They are assured of frequent intervals when observation from spectators is not to be feared. Upon the pedestrian, the wheelman and the drivers and occupants of wheeled veh- icles that may be abroad in the night the effect of theintermittent system is varied and sometimes absorbing. Collisions with fixed or moving objects are frequent-the carriage with lamp-post, the bicycle and the wire fence or a seat on the Square, the 'pedestrian with the point of another ped- estrian’s umbrella. Thus the people are taught watchfulness and vigilance, for the Intermittent System is a great educa- tor in its way. ' It teaches hypnotism too, in a. fash- ion.
