Tho appointment of Count von Vzer- nin to succeed Burian is regarded as a favorable omen by the advocates of peace. Emperor Charles’ peace sentiments are accounted for by the terrible eco nomic conditions in Austria-Hungary. The country is believed to be on the very brink of ruin.
