A number of prominent medical men advanced arguments and statistics show- ing the need of action. It was shown among ofher things that while in Ontario during 21 years past the deaths from smallpox had numbered but 31, the num- ber dying from consumption hadlbeen 31,609-a thousand to one more deaths fromthe “whlte plague." Moreover the deaths from consumption in two years past were 6,696, showing a considerable increase over previous years. The league formed is to promote the creation of 20 isolation hospitals averaging 50 beds each throughout the Province. The Provincial Government will give $4,000 a year and $1.50 per day for the care of each patient while in hospital. Had it not been for the mutual greed andjealousy of the powers the Boxer trouble might not have begun. It now appears that after 15 years of trial and experiment the problem of dis- posing of electric wires under ground in cities is far from being successfully solved. Philadelphia has found that it will not do to place telephone and electric light wires in the same conduit. In New York only the high power wires were placed together beneath the ground, but hundreds of accidents result~ ed. The Boston Advertiser is authority for the statement that in no case has it been found practicable in any city to place all the wires in the same conduit. It de- clares the experiment of underground wires “a scientific failure." The London Chronicle gives a very compact and true picture of Boss Croker as followsz- “This remarkable dictator, holding no oilicial position, without education, with a youthful record as n prize Hghter and ‘Bowery tough] spending the income of a prince, derived nominally from a ‘real estatebusiness,’ carries in the palm of his iron hand the administration ofa great city of three and n half million peo-i ple, the financial and commercial heart of the richest _'nation in the world. An Irishman, his power derived from the political activity of the Irish-Americans, he lives in Eogland, a country which his followers hate, and engaged in an aristo- cratic amusement-raciug-which they despise. His career is the most striking example of power without responsibility which democracy can show.” 9 ____. Itnow appears that the colossal steel trust about which so much has been printed does not control by any means all the great iron and steel industries of the United States. It is estimated that the companies still outside of the trust have aproducing capacity of 10,000,000 tons, as against a capacity of about 15,000,060 which the trust can produce. One single concern, the Republic Iron and Steel Company which remains outside( the Trust, is producing a million tons a. year. Itis believed, moreover, that the great Canadian iron and steel industries now developing at Sydney and Sault Ste Marie will be able to produce steel at consider- ably less cost than the great American Steel Trust. is the deadliest and moat painful malady to which mankindis subject.
