It was proposed also to increase the penalties, as up to the present the regulations had been almost nugatory, because the delin- quent found it paid better to violate the law and pay a penalty than take a license. Mr. Tupper’s bill will meet with serious opposition from the Maritime members ; what course they will take I do not know, but they are determined to fight. I should say that the Bill, if passed into law, will not come inte operation till January 1, 1893.
