A remarkable atuospheric phenomena prevailed in this city and generally through- out New England, to-day. At sunrise the heavens presented a blood red appearance; later they assumed a bronze; then a deep yellowish tinge, which con‘inued all day. A dense cloud, apparently of smoke, ob- secured the sun, producing a most dazzling hue by reflection upon vegetation; gas jets resembled electric lichts and iu many cases weis kept burning throughout the day. In many instances schools closed on account of darkness that had occurred and was gen- erally attributed to forest fires in Canada, together with the presence of feg or mist the atmosphere. Ve the Editor of the Examiner. Dear Sin, — When the Government headed by Louis H. Davies were in power, they appointed an Engineer who also acted as Superintendent of Public Works. He did his work well At the last election, the dismissal of that functionery and the saving to the country of $1,200 was a strong plank in the platform of the Liberal Conservatives. People thought it would be so much saved, and would help with other things to lessen the taxes. When the pre- sent Government e¢ame into power by an overwhelming majority, they found it was not such an easy matter te dismiss that in- dividual and find a Commissioner of Public Works able or willing to take his place ; and be it said to the credit of Donald Fer- guson, the then appointed Cemmissioner, e had the good sense to keep on the En- wineer, knowin ig that it is better and wise T for a man to confess ‘‘I was mistaken” than to commit blunders in the work which would entail double the loss to the country of the Engineer’s salary. Unfortunately for the country, Mr. Ferguson was remov- ed to another position to make way for the celebrated William Canipbell, whose pat- viotie spitit moved him te take his little crow bar and dissect the New Asylum, and which same spirit moved him to bully the Gevernment into giving him the c«flice of Commissioner of Pub- lic Works, which same, I believe, they have regretted ever since—or if they have not, when the man is unmasked, they will. ‘The removal by death of Mr Bail ley opened up a pew field for this genius to exercise his talents; and with presump- tion bern of ignerance, he under akes to be Commissioner of Public Works, Engineer, Surveyor and Superintendent, «il at once. The Government, up to this time, have re- mained inactive, leaving the Public Works Department to the tender mercies of Wil- liam Campbell, which course, if pursued, will entail loss to the country and bring the Government into disrepute. I can hardly blame the Commissioner of Public Works for the scandalous job at West River. I think the man did not kvow any better. Bot the present build ings at the Stock Farm, over whieh he has hela Superintendent—and one who has condemned the material used and the work done to a large extcent—for this he must take the blame. the ecoutract as advertised has been so glaringly done that any erdinary mechanie would condemn the job at once..
