This de- crease is anticipated even though the assessed real estate value has inrrcascd by sl69.52i.0o and per- sonnl property has also increased value, Councillor Gorrill said, "It is to be noted that we have to depend on the electric light plant revenue to balance our budget and although all material. such as oil, wages, etc. have doubled in the past nunlllcr of years. owing to the steady increase in electrical energy used, the favourable rate charged has not been increased. The tax rate of 317.00 per thou- sand nnd the poll tax of 34.00 will not tic changed this year. This decision wu made It the regular monthly meeting of the Council last evening Ifter mem- bers of the citizens committee had spoken and some blunt words had been uttered by Mr. J. K. Curran. one of the committee lpokouncn. In passing the resolution the unusual procedure was followed at the Mayor leaving the chIir to move the motion which was pas- sed unanimously. - After the passing of bills, Coun- cillor T. D. Morrison Irose to say that some members of the citizens committee on the rink were pre- sent Ind Is they were busy men he would like to have them heard at this time. Mayor Henry Wedge aid that the proper procedure to ho fol- lowed by citizens wishing to Id- dress a Council meeting is to give three days' notice but if a mo- tion were passcd giving them leavt to spsak he would have no 02:- jection. Mr. Curran Speaks Immediately on the motion be- ing passed, Mr. J. K. Curran start- ed to speak. He said that Ihls matter o-f I new artificial rink at community center has been mucli talked of. and he understood that this committee of public men has done some work on it. but they have not got anywhere. "Any time they came before the Council they got the brush-off".. He said that elsewhere rinks are being built by a community effort and Summcrside should not be any different. All citizens should be taxed for it. He stated that the committee has asked the Council twice to hold a plebiscite. "You fellows are giving us the run-around or something. I have a hanger which I will give if you want it. Why give us the run- around? This hanger must be moved during the next month. It is up to'you fellows. We have all put a lot of time on it and some dough too. Id like to know Iloii many of the council are in favc of it and how many are again: it." At this point Mayor Wedge solo that the Council would hear the commitiee and give a decision im- medlalcly. Dr. H. E. Clark. chairman of the committee said that in other places such things are being done by a community effort and the com- mittee thought that the citizens should he "fell out" on the matter. "Our objective is that we must have a rink at all costs." . Mr. T. L. Linkletter asked if the Council thought it was necessary to have I plebiscite before pro- ceeding. Mayor Wedge thanked the coni- miltee for the thought. interest and time put on the matter and said that the Council has given it much consideration but "we fee that I real attempt has not beet made to organize I company to do the job." He then Isked Councillor J. L. Gorrill to take the chair and he moved the resolution given below which wu seconded by Councillor Gorrill. The meeting then pro- ceeded with regular business but in I few minutes Councillor Mor- rison brought up the matter again and said he would like to ask Dr. Clark if the resolution Just passed was what the committee wanted. He said he felt that if I plebiscite were held the proposal would be turned down by the citizens. Mayor Wedge said that in the . matter was disposed of he saw : no point in bringing it up IgIin.l At this point Mr. Curran said. "the . rink is out then". and the members! of the committee left the meeting. Text Of Resolution The following is the resolution: "Whereas the citizens' rink com- mittee have by resolution sddres-l sed,to the Town Council request-I ed that a plebiscite be held forth- with to learn if the taxpayers are in fIvor of the Town erecting In artificial ice rink. - ”Resolved that it Is the consid-I cred opinion of this Council that the town should not undertake theI construction of I rink or should it become owners or opsutm-I of same.
