The hill was adopted all Ottawa in `1902, and provided for a Dominion Medical Council to so regulate mai, lions that doctors, satisfying it as to their qualifications, could be given Do- minion-wide powers to practice, in order to abolish the _present anoma- lous condition, by which duly quali- fied physicians in one province cannot practice in any other province. Four .western provinces agreed to the act, which specified that all. the provinces must accept it before it could become law.
