Government Tightens Grip 0n Scientific Data By Charles Melony WASHINGTON, Dec. 2'7 — (APl _ The United States Government today tightened up its machinery for keeping scientific and techni- cal data from going to Russia. The Commerce Department an- nounced that "ln exceptional cases" it will impose an outright ban on export of technical information ivhlch is “significant to the na- tional security." The obvious object-though not stated in the official statement-is to keep such information from reaching the Soviet. The main aim is to help a pri- vate firm withhold matter affect- ing national security when the firm has a contract that would be breached by refusing to make ship- rnents, This is the background: Recently, the Department set up a “voluntary control plan" over ex- port of information, l? asked Am- ericans to get an opinion from it before exporting data which might have a security value. Some firm; requested advice. and were given opinions against send- ing the data abroad, Later, they reported they would like to with- hold it, but fear-ml law suits for breach of contract. The imposition of bans on ex- port ls intended to relieve these persons from danger of suit, since they can show the shipment was forbidden by U. S. Government action. No ban is likely to be imposed except in a case where the. pro- spcctive shipper of information takes his problem to the Com- mercc Department. Officials said rm complete ban could be imposed ilnless there was n censorship on all mail leaving the United States. They stressed there ls no intention whatsoever of setting up such a censorship. Neither the voluntary control plrln nor the prospective bans in "exceptional cases" will supplant current provisions against export of technical data classified by the Government as security or secret matter.
