The House met this morning at 11 a.m., Mr Speaker Martin in the chair. A petition was presented by Hon. A. E. Arsenault for the incorporation of the Farmers' Union Co-operative Society, Wellington. BELL resumed his speech on thc Budget, continuing to discuss tile subsidy question, and coll~ cludcd by saying tilat thc causc of the reduced majority oi' thc Government was the llnpopuhlrity of thc Premier; (Laughter-.) Hon. CHAS. DALTON followed Ml' Bell. He said he rose, with the privi- lege of the House, to make a few re- marks on the question before tho liouse at the present time. The most important matter under discussion, he said, was the estimates. There had been considerable debate on the public accounts, and in reviewing the fin- ances of the country it was often necessary to ge ‘back and examine the rfcortrof tllcpasf. ln his opinion the rgbt wa_y,\ and thc only way. of con- sidering the financial standing of the province was to make a comparison of the records of the respective Gov- crnnfents. He pointed out in the first place that the present Government. since assuming power, had always, at the end ot' each year, had an indepe_nd- ent audit made of the accounts by a sltlllad accountant. There was no way of arriving at a fair and reliable under- standing ill this regard unless the audit were lnadc by an outsider. In the House yesterday the hon. Leader- cf the Opposition had undertaken to audit and fix up the public accounts, and hc manipulated the figures con- veniently to meet the charges which hc preferred. The speaker then re- ferred to the year 1890. the last year of Conservative rule, and gave from the time the Liberal Government came into power then until their exit in 1912, their deficits year after year, until the total debt incurred by them and thrown on the shoulders of the pres- ent Government amounted to the sum of $1,072,000. T-he Liberals werc,iu power in 1891, and tile hon. Leader of the Opposition was u mclnbcr of the House at that timc. The speaker quoted extracts from-the " Patriot " in regard to the finances of the province at the ond of every year of the Liberal regime. showing how that newspaper .iustifled the deficits in- curred and thc tremendous debt rolled up by its party. They never tried to increase thc rcvcnuc of thc province; they never made any representation ol’ our case against Canada. They came in onthe promise that they wollld save thc. country from the situation it was ill, the public debt at i.hat time being $171,000. What‘did the Patriot say in regard to that “The statement is a very credl ble one. and the Government d'essrYee'grea1 praise for coming out with such rl small deficit." On May 28 the Patriot also said: “Premier Warburton arl- nlitted there would be a deficit at _thc end of the year of $15,000. but it was $42,331 and with the cutting of! of the teachers' supplements. in view of thc situation Premier Warburton was jus tlfied in allowing a defiicit for this year." In 1899 there was a deficit of $36,915, bringing the indebtedness up to a total of $392,000. Of this tho Patriot said: " The Farquharson ad- mhlistration has exercised the greatest care in husbanding their resources”l In 1900, election year, the deficit was $95,938, and the total $488,591. These were the people who preached econ- omy and deprecated deficits! When they came into power they promised to relieve the country of debt, and yet ill ten years they showed a debt of nearly a half million dollars! fn. 1901 they were again found with a deficit. this time the sunl of $51,202, increas- ing the debt to $539,783. In 1902 tilt- deiicit was $12,122. The explanation offered by the Patriot on that occasion was this: “ The-question to-day_is not one to be viewed in the-lighter prejudice nor one to be discussed wholly on party lines; nor is the question one concern- ing how these deficits have been rolled up or wllo ls responsible for them." In 1903 the deficit was $20,471. In 1904, another election year, the deficit was _$68,149. making the total indebtedness up to that time $040,526. Here the Patriot said " estimates 'for the current year will bc considerably less than 1893," but notwithstanding that there was an increase of $1.000! “ The cost of education was about 2,000 less than 1903, which was cnulell by a number of vacant schools forvwhich teachers zould not be obtained. The expendf ture on roads and bridges was larger than usual, butfthemoney was spent to advantage. The expenditure is for the benefit of the general public." This was evidence of the-slate of education in those days when (anchors co_uld.ne_t be obtained, the syl_ m having fallen to its lowest standard ln the history of the province, in 1906 the deficit was $46,116. In 1900 the deficit was 121,961; in 1907, 220.619; in 1908. $15,073; ill 1909, 17,490; 'ill 1910, =zs,os4; in 1911, $41,333. 'rho debt was then approaching tile million mark. Finally, when they went: out of power, the present Government secur- ed an outside auditor to find outwhal the true state of the ct3Antry's‘fina.nccs was.
