"*" YI!! nomar highly gratifying to the friends of the forward movement' in temperance matters. The total vote in the Island is 9,461 for prohibition and 1,128 against. The number of V0t68 C8811- in all was l0,589 or about 43 per cent of the number of qualified voters, assuming the lists to contain 25,000 names. This is a fairly large vote in view of the fact that there were no candidates in the Held and that many other accessories of the usual parlia- mentary election such as are depend- ed upon and effectual in bringing out the voters, were altogether fiwanting. As will be seen not only were the majorities in each of the electoral divisions very large, but they were approximately equally large in all sections of the Island. while the ad- verse vote was 'but a nominal one. There was not s. single poll in the province which gave an anti prohibi- tion majority. It is to be observed that this rs- msrkable vote is given by the one province which has had the lcnirest and fullest experience of suppressive legislation in dealing with the liquor tratlic, and is not therefore a specula- tive or chance vote. It is the deliberate verdict of a people who have tried prohihitory iegislation . in the best available form and have not found it wanting. PLEBISCITE AUD BEFERENDUH- In Canada we have admitted the question of prohibition to a vote of the people, and with a large majority in its favor, the people are now con- sidering whether anything tangible is to result from their verdict. The question in that regard is the more remarkable from the fact that our people have become accustomed to find the voice of auiajority at the polls quickly obeyed and promptly effectual. We vote for members of parliament and the candidate who receives a majority, whether it be of one vote or five hundred votes, is de- _claied elected and takes his seat ac- I cordingly. Again, at a general election, when the party in power fails to secure the majority, the cabinet loses nr. time in resigning, whether it is led by a Mackenzie or a. Tupper. Furthermorewe have had the effect =of majorities in the bringing in, or abrogation of the Canada Temperance I Act. A majority, whether of ieu votes or a thousand-and this with ‘out regard to what per centage of the 'electorate concerned may cast their votes-is almost at once effectual in i I r I. bringing the Act into force, or depriv- ;ing it of force where it has been in Opefal/IOD. I Thus all the piece-dents of our poli- I tical history and equally all the pre- icedents of our Scott Act voting have ggone to lead the people of Canada to believe that a majority, whether one I way or the other, would be accepted aas binding upon parliament and the government. But we are told that the vote recently taken was a plebis- cite and nota referendum. We fail , to see that it is the less binding on ,that account. Their action ’s final, whether the majority comes from one side of the little republic or the other, or is made up from all the twenty two cantons No one doubts that if a formulated prohibitory law had been passed by our parliament, subject to the approval or rejection of the electors at the polls, the result .Would have been, with a larger vote, 'practically the same as it was on the 29th September. But if there be any ‘doubt on that question, let the parliament act on the vote now re- corded, pass a. prohibitory law sub. ject to ratification by popular vote, and then we shall not fail to get 3, Portland, Maine of Alcoholism, Morph nism.
