It was on the assurance of the representa- tives of that colony that there should be no diff-rence in the enforcement of the Act against Canadians and their own citizens that the Act’was assented to. The facts were these: Long anterior to ths Bund- Blaine negotiations, at the beginning of the season of 1890, there was # complete de- parture from the position which the Gov- ernment had assumed. In defiancs of the pleiges referred to, Canadians were pre vented from obtaining licenses on the same- terms as the citizens of Newfoundland or the citiz-‘ns of the United S:atea, and at the beginning of the sexa na tonnage fee was exacted from Canadian vessels which had nut been exscted from others. Then Col. Denison made his motion that all the St. Lawrence canals should be deepened te 20 feet. He was supported by Dr Bergin, Macdonell, of Algoma, and Nicholas Flood Davin. Mr Haggart, the new Minister of Railways and Canals, de- hvered a speech in the course of the dis- cussion, which displayed an _ intimate generous enough to cengratulate the Gov- ernment on meeting the wishes of the fish ermen, Mr. Davies advanced a miserable imputativn and unfair imsinuation regard- iug the management of the Depsrtment. He (Mr Tupper) had succeeded in meeting the wishes of the fishermen better than he had anticipated. Some of his « fizers had been guilty of irregularities in distributing the bounty, and he had punished them, The manner of the distribution wae no secret. The clause which he sought to re- peal would lead to great inconvenience and luss to the fishermen if carried out.
