All the ports of France were to have been tied up today by the refusal of dock workers to go to their jobs. Instead only a few ships in each port were affected. The strike was voted by the Federal Congress of Dockers at Bordeaux recently. Yesterday all members of the General Labor Confederation and of the Com- munist unions distributed hand- bills in all ports, calling on their fellow workers to refuse to handle cargo today. At Marseilles only 300 men were out among the thousands of long- shoremen. The only large ships affected. it was said. were two British Peninsular Oriental liners, the Rawalpindi and the Ranchi.
