Judge Pryor, in closing up his divorce term in New York the other day, took oc- casion to remark that amorg ail the case tat had been brought before him there was not a single instance where an Irish- man oran Irishwoman was concerned, though about every other nationality had been represented. Judge Pryor remarked this as singular, but he is probably not familiar with the attitude of the Catholic Church toward divorce. Otherwise he would not be mystified. But this is what the Government gave the people to understand should net occur under their administration. When moving for leave to incur a debenture debt of $185,000, the Premier added to the Com missioners’ statement of the Provincial debt tothe 24th April of that year, the unearned portion of the Dominion subsidy from 25th-April to 30th June, 1891, $33,- 965.00, and said : “Yout-will understand that this subsidy is received every six months in advance. Still, we are not morally much betier than the people we left “at home.” Dr. S. W. Ring, practicing phy-ician of Elkin, N. SPANISH VICTORIES Cubans Meet With Reverses — Feeling Against the United States. Havana, March 30—Col. Molina re ports the capture of a rebel camp at Gua - imal, near Corral Felso, province of Mat- aozas. The troops attacked the camp with machetes and the rebels fled, leaving 55 dead. Many were wounde!, which they carried away with them. The peo- ple in the vicinity say many other bodies arestrewn around the camp. The gov- ernment denies the rumors of the atiack upon and capture of the city of Pivar del Rio by rebels under Maceo. A military strong line has been estab- lished from Majano, on the south coast, to Muriel, on the north coast, extending across the narrowest part of the island. The line sega a es the provinces of Havana and Pinar del Rio. Gen, Aro'’as is in command and reports daily ekirmishes with parties of rebels who attempt to cross. Maceo, according to military re- ports, is now penned in the province of Pinar del Rio. Aon official report states that rebel parties under Pepe Roque, of Janco Morajon, have been defeated at Sabsnna_ Barrito with a loss of 15 killed. One rebel was captured. The Spanish loss was one killed and iwo wounded. The troops pursued the ipsurgents and captur- ed arebelcamp at Guasimal.. Three re- bela were killed in the fighting at the campy. Tre insurgents have cnt tne telegraphic line between B stabano and Pozo Redondo. Loxpox, March 30.—The Standard pub- lishes a despatch from Madrid saying that even the most moderate papers in their issues on Friday expressed great indigna- tion at the action of the American Con grees anent the beliigerency of the Cuban insurgents, and asked the government to spare no efforts to prepare for any develor+ ments. The action of Captain General Weyler in deciding to treat the insurgents as bandits is almost unanimously approv- ed. The despatch adds that public feeling is running so high that the government will find difficulty in controlling the na- tional exasperation. Republicans advo- cate the granting of autonomy to Cuba, and declare they will, with a view to avoid ng responsibility, abstain from tak- ing part in the elections for members of the cortes. ah nmipallpi eal tail ane IN RUSSIA’S POWER. Alleged Terms of the Secret Treaty Be. tween Russia and China. Sas Frascisco, March 30.— By the Coptic comes the following correspon- dence to the United Press; Toxio, March 13.—A document pur- porting to be the translation of a secret treaty concluded some months ago be- tween Russia and China has been pub- lished in Shanghai. It is a strange and scarcely credible document. Chins, in consideration of the northern power’s good offices in backing her bills upon Frasce for a paltry sum which England would have supplied unconditionally, and in combining with Germany and France to drive the Japanese out of Liao Tung, places any or- all of her har- bors at luesia’s dispd@@&i for belligerent purposes and also permits Russia to sec- retly raise levies, buy horses and. obtain coelies iu Chinese territory. These var- ious privileges, if challenged by enother power, are to be ascribed to force meieure, China’s pretexting inability to of pose Russia’s action, but at the same time China is to enjoy the privilege of openly attacking Russia’s enemies should ehe eo desire. Further, when the Siberian railway ia finished, Russia is to bé at liberty to build a branch line to Tallen, on the north- west coast of the Gulf of Pechid, or to any other point she pleases, and will be allowed to occupy and fortify an island fur the better protection of the terminus of the line. She also obtains leave to select and entrench favorable positious on the Chinese coast opposite Viadivostock and to attack Corea via Manchuria should difficulties arise with Japan about the Peninsula. Per contra, Russia promises to use persuasive force if necessary against any power attacking China, to lend several hundred officers for the drilling of 100,000 Chinese troops in Manchuria and subsequently in the five northern provinces of China proper, and to hand over the branch railway built Dy her in Manchuria, should China at the end of 15 years prove herself incompetent to manage it. The state of affairs in Corea goes from bad to worse. Politicians in Seou! insist that in taking refuge in the Russian lega- tion and remaining there the king has virtually quitted his own domains. —_——-- Spain to Seek Alliances. Mapeip, March 30.—EI Liberal to-day prints an article ascribed to Senor Valers, formerly Spanish Minister at Washing- ton, urging, iv view of the attitude of the United States, which, he says, apparently, aims at imposing on Spain a heavy and shameful yoke, that Spain should enter into an alliance with France, Great Brit- ain and Holland respecting colonial af- fairs. He argues that these powers would willingly conclude treaties with Spain on the subject. ——~= <a Responsible for the Safety of Prisoners. Lexpon, March 30.—The Times will publish a despatch from Pretoria to-mor row which says John Hayes Hammon, the American under trial there, has ob- tained leave to go to Cape Town on ac- count of his health, but his bail has been increased to £20,000. The other reform prisoners, says the despatch, are under guard here. The British government bas intimated that it will hold President Kru- ger and the executive responsible for their safety. A despatch from Cape Town to the Times further announces that Mr. Hammond has arrived there. ————~= > 0 <a A Whole Towa Nearly Wiped Ont. Wesron, W., Va., March 30—A_ fire started in the Commercial hotel here last night and burned itself out shortly after daylight yesterday, having destroyed nearly the entire business portion of the town. The loss is variously estimated at $400,000 to $600,000, about 25 per cent, of which is covered by insur- ance, The state asylum for the insaue was at no time in serious danger, but’ the unfortunate inmates were rendered frantic by the fire and many may die from over excitement. -_-2. Some Rumors From Paris, Paris, March 30.—It was rumored last evening that the reserre squadrons at Toulon, Brest, Lorient and Cherbourg had been ordered to hold themselves in readi- ness to be placed on a war footing. Later it was semi-officially announced that the active equadron at Toulon had received orders for one of the cruisers to keep steam up. It was also rumored that France, under the coaching of Russia, will convene an international conference to seitle the question of the powers of the Egyptian debt commission and the evacua- tion of Egypt.
