The London Daily Chronicle has been collecting the opinions of colonial friends of Imperial Federation touch- ing imperial defence. This isa sub i; ject which has been occupying the at- tention of every statesmen of Great : Britain and her colonies since last fall likely that the South | African problem will be settled with- and it is hardly out some solution of the imperial ques tion of mutual against internal and ex- ternal foes being reached. In the last report of the Imperial Federation (De- fence) Committee, it is noted with sat isfaction that, with one exception, all the self-governing colonies of the em maintenance of the royal navy. Why, it may be asked, ts there any ex eption? § It easy to imagine circumstances in which every oue of those colonies or leagues of colonies would be depending on the navy of Great Britain for its independ- ent existence Just now we see the powers of Europe, through lamentable complications in China, clinging des- parately together in face of a common, half-barbarous enemy. But whatever be the immediate outcome of the trouble, it is almost certain to be fol- lowed after a possible brief interval by a conflict between the powers especial- ly concerned inthe commerce of the Far East and in the keeping of China open to the world. Thec ynflict of interest may be susceptible of peaceful solution. But the rival pretensions of some of the nations that are not mak- ing a common stand against Chinese fanaticism may resist any compromise or yield to it only to take a more acute form before long. The possibility of war must ever, in fact, be borne in mind however forecast and menace may seem for a time to be deceptive. War never breaks out just as the would-be prophets arrange. Seasons of great pressure and danger apparent- ly qnavoidable may be tided over only to make way for the lightening out of a clear sky, the eruption that no one was dreaming of, the war that comes without any warning rumors. Who foretold the Boer-British struggle ? Who forsaw the obstacles thai stood between England and success Who can tell how soon every pacific territory that flies the British flag may be forced to defend itself against Russia? For it it at least possible that the sequel of the present unhappy complications may be a war between that empire and Great Britain. Such a war is, however, not one or many possibilities for which the Em- pire, through all its members, must ever be prepared. If the movement forthe maintenance of the Empire’s integrity has any special significance, it is in having brought home this v tal fact that the whole is responsible for every part andevery part fer the whole The principle is not new, but its practical recognition has been so long neglected that we take credit for the first steps in the discharge of a duty that ought to be a second nature to us Itmay be thought strange that the cluster of colonies especially excepted from contribution to the navy should have a seaboard on the three of the world’s great oceans; that it has water- ways that traverse the continent into the heart of which great ships can pen- etrate. Alone, it must have a navy proportionate to its merchant marine. But it has no ambition to cast itself adrift from its ‘old moorings. This year, in a signal manner and with the sylemnity of a blood offering of price- less worth, it has renewed the covenant with the Motherland, South Africa 1S 1900 marks the beginning of a new era, in| which every part of the Empire that has a life and will of its own assumes obligations, the observance of which must make or mar our future. | Men’s Cotton, —— 9 = As te the details of those obligations, | | so far as Canada is concerned, it is premature to speak with confidence. We are in the stage of suggestion, of counsel, of discussion. But no ex- cathedra decision can be _ reached either as military re-organization or the formation of an imperial navy or the definition of a method for the formula tion of the imperial diplomacy until a conferance is held at whichthe Em pire will be fully represented. When this is understood, we may take opinions of individvals, or of societies on questions of imperial reconstruction as contributions more or less_ valuble aecording to their practicability and the experience of the writers. As Sir John Bourinot says, it is doubtful if the people of Canada will allow any- body but their own Parliament to vote funds for the army and navy of the empire. Mr. Macfarlane, of Ot- tawa who has also long been a student of these questions, puts: the matter concisely when he says: ‘‘ There shall be only one fleet,” Principal Grant points out that Canada has a small navy in the shape of a preventive serv- ice, while in her 70,000 seamen she has a fine nucleus for a naval force to act with the royal navy. Dr. Carman thinks it better that Canada should have small military and naval forces of her own than that she should contribute a bulk sum to the imperial exchequer. With Years WISDOM.
