Councillor MscKay wished 1t to be clearly understood that the Council have been compelled to adopt this course on the decision of the Recorder, whose letter on the subject is given in this report. (Younciilor lvliacKay said this clears Increased Assessment, Tax Is Announced At Town Council A Councillor McKay Stresses Need For Increase, y Recorder, To Cover Year. caused by the wish of the Council to sell the Town Wharf to the 11'- vlng Oil Company. Councillor Mac- Kfly inoved that as the town con- not dispose of the laroperty, we will have to return the clild to its par- ents: and raise the taxes to make up the loss of the money that could have been raised on the transfer. Mayor Robinson, in approving of tho motion said that. the wharf should have been turned over to the Federal government long ago. It has been n resident boarder of the town for 6Q years, paying no board and was placed in our hands un- knowingly; therefore he approved of the motion to pass the wharf over to whoever might be the rightful owners. The research made by our Recorder is no doubt fairly accurate and the only thing to do the skirts of the Mayor and Coun- cillors and the onus remains by the decision of the Recorder. Recorders Letter Regarding Assessment Tax The Mayor and Councillors. Town of Summerside, Prince Edward Is- land. Gentlemen: By the newspaper reports I un- derstand the Town Council has raised the Poll Tax to four dollars and twenty-five cents ($4.25) and budgeted for a deficit. , May I say that, in my opinion, this would have the effect of mak- ing the whole asessment illegal and of no effect. As this is a serious matter. I thought it my duty to bring the attention of your Coun- cll to some at the earliest possible opportunity. because it would in- volve serious consequences to the Town if the assessmen would be abortive. On turning up the Incorporation Act, I find that by Section 86 the P011 Tax shall be rated and assessed in tho sum not exceeding three dol- lars ($3.00) annually for school and Town purposes, and by Section 34 of the “ummersldo Water and Sew-i erage Act, a. Poll Tax not exceed- ing one dollar ($1.00) in addition to‘ any‘ Poll Tax now levied by the‘ town, may be levied and collected, in each year, but this is only con- fined to pay in respect to Wmcr and Sewerage Debentures. That 1s (how the 25 cents is levied m ad- dition to tho three dollars as a: present. Under the provisions o! Your Somme “ Incorporation Act. the estimates are made up and an as- sessment is made to cover the ammmt required for various Town purposes, annually, but, in my 0P1!!- ion, the Sections in tho Act are mandatory and a full assessment should be made for m amount ro- or ordinary poses, that is, clear 0f 81700181 ggendfltures authorized by the nes- islaturo by tho issuing of Deben- tures. Exhibition Grounds or Park G the Council, and Citizens: l As Chairman of the Parks Com- mlttce, it becomes my pleasant duty to given an accurate report. of our work in connection with the Town Square and I may soy that I have had the loyal support of Counciho: D. I". McNeill and J. M. Nicholson who are the other members of said committee. We appreciate the many excellent suggestions given us by j Ex-Mayor J. Frank Amett who was a. member of the Decoration Com- mittee. However, the Council gave a special mandate to the Parks Com- mittee to carry through a Corona- tion programme in keeping with this historic event and in order to. perpetuate our Sovereigns Corona- tion on May 12th, 1937, we remov- ed n number of old trees and May- 1 or Robinson and the members of the Council, namely D. F. NlcNeill," A. S. McKay. J. M. Nicholson. T. D. Carruihers, H. B. Schurman and; Samuel Grady planted an elm tree; each on this date to commemorate this important event. Concrete walks were laid out and constructed across the square in both directions, one walk being] named “Coronation Walk" with the inscription and date placed in iron: i of the Memorial Monument and the other walk dedicated to the iiius- i trluus members of the 105th Bfl-lr-j talion both living and dead, as a’ memorial of their faithful and (le- voted service to the Motherland in the days of her great need. These walks formed a perfect St. Andrew's Cross. The fence was removed from around tho Memorial Monument and the circle enlarged 16 feet and a cross of red rose bushes was planted in front of the Monument and flttingly dedicated as a mcm- orial to the men who gave their lust full measure of devotion on the pies in these lands. We fully realize that. considerable money has been expended in grad- ing, painting the guns, remoung the Monument and painting same or to make everything as bright and attractive as possible and because of our love to our gracious Sover- eigns and our affection for those we feel confident when our cit zens weigh these facts they will all feel the expenditure was Justified. Forty five years ago two worthy citizens with unbounded faith in the future of Surmnerslde namely, the late Messrs. Richard Hunt and Daniel Stewart, made possible this square and your chairman is one of sociated with these men. “They builded better than they knew", and the square ls a lasting monument to their zeal and devo- tion. Well may we exciainw-“rnay their names never die, as there is no royal road to a successful life as _there is no royal road to learning. It has got to be hard knocks and fixlty of purpose. A.
