of seven msn to apply part of the lu-
come to the fund to procure 'honest
and impartial enforcements of all con-
tracts made shy the city. for furnish-
ing labor, erection of buildings and
other public improvements, cleaning
of streets, removal of garbage, fur-
nishing water, gas. electricity or
tronsportation iaciiities.
The Board also is directed to make
any expenditures necessary to obtain
prompt prosecution and punishment
of persons guilty oi violating the pro-
visions of city contracts or of pecula-
tlon from the city, and to assist in the
prosecution of brands, including those
committed against the election laws.
Another function of the 'board is to
help the city departments install is
modern system of municipal book-
keeping, and to facilitate the issuing
of financial stntesments that ca.n‘be
readily uniierstood by private citi-

Mr. Harrison warned that the trust
fund must not be used to favor any
political ipsrty. or to procure the elec-
tion of any candidate for public ofhce.
The trustees must be citizens of
Pennsylvania engaged in business in
