THE REVENUE QUESTION.
One of the questions that must be met
in the enactment of a Provincial Prohibi-
tory Law will be the loss of present reven-
ue from license fces from liquor sellers.
The Go`vei'~nment’s share of these fees was
last, year $5,423, out of which an inspector
was paid $600. The net revenue therefore
was under five thousand dollars.
This is not a large sum. Divided amongst
the people of the Island it would be less
than tive cents per head, less than twenty
live cents per family. But it is to be
observed that even this small sum is only
obtained by legalising and by so much en-
couraging a business which is at best a
waste of the money expended upon it.
For a gain of five thousand dollars to the
revenue _we have forty men and their
families living out of the profits of liquor
selling. These profits cannot be less than
$1000 for each of the licensees-a. sum suf-
ncient to enable him to pay $200 for his
license and have $800 to live upon. At
this low estimate the monetary profits of
the trade are $40,060 yearly:
A business which affords $40,000 a year
in profits presupposes quite extensive
sales. \Ve_ can hardly suppose that the
vendors receive more than 25 per cent of
profit on the amount of their sales. At
g this rate 'it would appear that they sold
last year iiitoxicants for wliicli their cus-
tomers paid them not less than $150,000-
probably very much more than that sum.
In the belief of a large majority of our
people the customers of the licensed
saloons were not the better, but the worse
for this expenditure-in other words that
, their money was worse than wasted. We
'know that much drunkenness, disorder
and crime resulted, and these in their tiu'n
imposed cost upon the Province and the
