that letters only will be accepted for in-
surance. This will include packages
upon which the full letter rate oi’ postage
is paid. If ix person desires to send n
letter worth twcnty~flve dollars be will,
in order to insure it for the full value,

then five rents for registration fce,and

rcceivc a special receipt from thc post~
master, and the letter will be shown to be
of value by a red seal which will be put
