reading of the bill to amend the act
respecting Landlord and Tenant. The
House. went into committee on the

- Hon. Mr. HASZARD introduced a
bill entitled “an act relating to lm-
migrant children." ‘
THE PREMIER moved the House
into committee. Mr. Laird in the
chair. to consider the bill to pro-
vide for neglected and dependant
children. He explained that it grew
out of the visit of Mr Scott,ol Ot-
tawa who had established Cbildren’S
Aid Societies here. One object is to
prevent delinquent children being
brought before open courts, and to
provide for a private bearing in such
cases for those under sixteen years
of age. lt is hoped in this way to
provide for reforming them, and pre-
venting them becoming hardened
criminals. This reform had elsewhere
had been productive of great good.
Homes would be provided under su-
pervision of superintendents of Child-
rens Aid Societies. The bill is prac-
tically a copy of the Ontario Act,
adapted to ollr local circumstances,
as had been suggested by Mr. Scott.
The other Provinces, excepting, pos-
sibly, British Columbia, are legislat-
ing along similar lines. Under the
Children’s Aid Societies there would
tlemcn who would see that the child-
ren were ‘cared for in private homes
provided. Power is also given under
certain circumstances to remove
children from homes in which they
were 'cruelly or otherwise ill-treated.

the Province in which such children
would be gladly received, if proper
legal control could be given. The bill
provided for this. The number of
children coming before the courts here

children to reformatories outside the
Province, although' we have no such
institution here. The bill provides
for children of all denominations, but
children could only be sent to homes
where the faith was the same as time
of the child's parents-that is Prot-
estant chlldren to Protestant, and
Catholic children to Catholic homes,

ing Darents who neglected or illtreat-
ed their children. One or more places
of refuge will' be provided fur char-
lottetown to be temporary home; or
shelters. -
