The Prime Minister said he hoped the Church resolution would , not be pressed to a vote because he would be compelled to cali on his followers to oppose it. The ,Government bgdt been in office only`s few in hs and had 'not found time to study all problems facing the country and evolve pol- icies. "I will be frank," the Prime Minister said, "in saying that up to the present the members of the Government have been unable to discover the number of committ- ments to which the country has been obligated. Every now and then we have felt we have reached s point where we are aware of all outstanding obligations but to our amazement every few days some new obligation comes to the front and we find the country has been committed to great expenditures. "It is our hope during the pre- sent session to bring before the House, and through it to the country, an understanding of the expenditures tc which Canada’ has already been committed in ie- lstion to what is involved by way of additional taxation to meeb these committrnents." When this birds-eye view of the financial state of the treasury was before the House, Mr. King said, the Government would be in a better position to Judge whether certain policies could be initiated. Labor Minister Rogers said the magnitude and importance cf the problom of unemployment was self-evident. The Government was aware of its gravity and was pra- pared to study anything designed to ameliorate it. It was the com- mon duty of members of the House, irrespective of politics, to attempt progressive reduction in the number of Jobless. ' The piezent need, Mr. Rogenl said, was a careful inventory of the situation and either return in old policies of alleviation or adopt- ion of new ones- In the past, when a national scheme of unemployment relief was proposed, it was taken for granted the Dominion trsasuf! would assume a large or full cost. The thought had grown up the Dominion had unlimited resources and borrowing power. While there was no restriction.; on the power of the Dominion to tax and borrow. there was a prudential limit be- yond which it was not wise to venture. If the Church resolution was dc- slgned to encourage private in- vestment in housing, the lllinistof said, he would support it. If it was designed to promote close co-cpm atlcn between the Dominion.
