air raid was made early this morning
upon the capital and nearby counties
but no result is made known. Two
or throo hours later it Z0Dil6l|n alarm
was given in Paris hut the Zeppellns
disappeared. Ono, however, appear-
ed at -Compicgne forty~ilve miles
nortlieast of Paris. Vvhat happened
to this ~particular Zoppcliin is ofiiciai-
ly told as follows: "A Zeppelin was
brought down this morning ai. Coni-
plegne -by anti-aircraft artillery while
flying over the town at a height of
3,500 metres. lt remained flying in
the air for a moment and then fell
striking a garden wall and breaking
in two. All tho bombs wcro thrown
overboard during -the fall. They
dropped on vacant ground; most of
them did not explode. Several of the
crew jumped out and were crushed,
the others were iburned.”

LONDON, March 17.-The revolu-
tion ln Russia was completely suc-
cessful. Not only the army but the
nobility have rallied to the' side of
the Duma. 'Czar Nicholas has un-
liueatic-na<bly resigned and the follow-
ing is thc text of his manifesto in
which he announces the abdiication of
both himself and his heir:
"We, Nicholas ll.. by the Grace
of God Emperor of all -Russia.
Emperor of Poland and Grand
Duke of Finland, etc., make
known to all our faithful sub-
jects in the day of the great strug-
gle against a foreign foe who has
been striving for three years to
enslave our country God has wish-
eil to send to Russia a new and
painful trial. interior troubles
threaten to have a fatal effect on
the final outcome of the war. The
destinies of Russia and the honor
of our heroic army. the hap-
piness of the people and all the
fixture of our dear fatherland re-
quire that the war be prosecuted
at all cost to a. victorious end.
The cruel enemy is making his
last effort and the .moment is near
when our valiant army in con-
cert with those of our glorious ai-
iies will definitely ciiastise the
foe. In these decisive days in
the life of Russia. we believe our
people should have the .closest
union and organization of all their
forces for the realization of spee-
dy victory. For this reason in
accord with the Duma of the Em-
pire. we have considered it desi-
rable to abriicate the throne of
Russia and lay aside' our supreme
power. Not wishing to be sepa-

There is some doubt, however, as
to his younger brother the Grand
Duke Michael, one despatch says that
he abdicated four _hours after the

patch says that he has announced his
accession to the throne subject to a
plebiscite endorsing him and a consti-
tutional form of government lbeing
adopted. Other rlespatciies say that
all the imperial insignia was torn

for the new government and there is
no known exception. A committee

make concessions to the Duma but
that he refused and that the outbreak

this great Dominion of Canaria, of
which wo are so proud, is unfettered

government should retrench, and that

either 320.000 or a large portion of

order that the amount for this pur-

thorised the Government. to borrow
in case of necessity. any sum which
might he necessary to make up any

tured by the British, ileuter's Agency
