McRuer of the Ontario High Court of Justice has held the Lib- eral organization in the constitu- ency of Toronto St. Paul's re- sponsible for padding of voters’ lists in the election June 10, 1957. His report to chief electoral of- ficers Nelson Castonguay, tabled in the Commons, shows that “of the total of 474 fictitious names added to the list, all were shown to have been added by agents of Mr. (Liberal candidate) James H. Rooney." Five persons identified as agents for Mr. Rooney were charged with forging and utter- ing signatures on documents to add names to voters lists. Four were convicted and sentenced to terms ranging up to six months in jail. . However, the report‘said one of Mr. Michener’s agents attempted to add one name, which a person unknown to him had forged. but which in fact had been entered earlier by another of Mr. Mich- ener’s agents and which was that of a person entitled to vote. The chief justice. appointed by Mr. Castonguay as a commis- sioner to investigate -the Irreg- ularities, said “there was a well- planned method of adding the names of fictitious persons or per- sons with fictitious addresses to the list of electors adopted by certain of Mr. Rooney's agents. Chief Justice Mc.Ruer said “I think it is incredible that any plan to have 474 or more fictitious names added to the list of elec- tors, and to have persons at the polls to vote in those names, could be laid out or carried into execution without Mr. Rooney's knowledge.” y .- Tignish.
