18 The Guardian. Charlottetown. Mon. Feb. 18. 1363.i EFiS Plans Policies Shot In Arm GENEVA (Reuters) Thei seven nation European Free Trade. Association was reported Sunday to be planning to give its trade policies a shot in the» arm to keep pace with the rival six-nation European Common. The plans were expected to come up for discussion today at the First ministerial meeting of; the EFTA since France vetoed; Britain's bid to join the Com mon Market. Many EFTA countries believe the trade group now should adopt an overall program on agriculture and in d u st rial nods. Such a program would place the current EF‘TA policy of piecemeal 10 percent tariff cuts in favor of accelerated tar- iff cuts covering wide sectors. of the economy. Meanwhile. Austrian Foreign Minister Bruno 'rcisky con- firmed today that Austria would still seek associate membership in the Common Market despite Britain's failure to gain admis- sion. Although Austria is an EFTA partner, more than 50 per cent of its trade is with the Common Market. compared with about 15 per cent with the other six EFTA nations — Britain Swe- den. .‘orway. Denmark. Portu-. gal and Switzerland. i time Is Sai or New Constitution MONTREAL iCPi -—The time; has come. to write a new Can» dian constitution and to stop talking about saving the old one. Union Nationale Leader Daniel Johnson said Sunday. He said attempts to save the ranadian Confederation have been made r 25 years, an always with results that have been only partially successful,' or only apparently successful. Politicians who talk about rec- ognizing the equal right of Can- ada‘s two nations and who promise to renegotiate the fiscal powers of the federal and pro- vincial governments are only “trying to put the electorate to sleep." Mr. Johnson told a reg- ional meeting of La Presse Etu- rliante Nationalc, the French- language university press assoc- iation. Confederation had worked well in its first 50 years. but two wars and the depression of the 30s had accelerated the trend towards centralization of power in Ottawa and towards sociological integration of the French and English. Since the Supreme Court of Canada had become the last court of appeal instead of the Privy Council, there was no further recourse beyond Ottawa. He praised the Privy Council. as having upheld the spirit of Confederation. But today, be iwhole would be launched at this re. their own house in order, and To Give Kreisky told reporters on his arrival for today's EF’I‘A min- isterial council meeting: “We —~have made a statement in Brussels about this and it is 0' ‘ ‘ policy decision." Authoritative EFTA quartei‘l‘ considered no concerted initia- tives by the trade group as a meeting for a linkiip with the Common Market. although the Austrian position poses an im- mediate problem. ‘ BACK U.S. TALKS in view of the collapse of the. Brussels negotiations. the EFTA m'embers believe imme- diate steps are needed to put to give full backing to the forth- coming United States-sponsored . round of tariff~cutting negotia- .¢ ’3 These negotiations are sched- uled to be held under the sus- pices of the General Agreement. on Tariffs and Trade in about a year‘s time. They will the based on President Kennedy's Trade Expansion Act empowu ering American negotiators to bargain on the basis of a St)- per-cent tariff cut on a wide range of industrial goods. A senior Danish official said Denmark stands to lose heav- ily once the Common Market's tariff policy on dairy products comes into full operation. d At Hand said. Confederation has reduced Quebec to the status of just any other province. "1 accuse Confederation of keeping French minorities in other provinces in a permanent state of economic and cultural inferiority," he said "I accuse Confederation of .making the Quebec community «itself a perpetual minority and .of depriving it of the sources of revenue given to it in the pact of 1867." ' Quebec was forced to double- tax its own citizens. paying taxes once to support the insti- tutions of other provinces and again to support its own partic- ular institutions. A constitutional conference should be based on the “two- nation principle." with represen- tatives of both groups meeting and bargaining on a basis of equality. Those who support the idea of constitutional reform through , commission investiga- 'tion show that they are not se- rious in talking about their rec- ognition of equal partnership, Mr. Johnson said. “In effect, they . . . would oblige us to negotiate with nine unilingual provinces. under the] paternal direction of a federall government that has an English ‘ majority." v British Productions Given BroadWay Raves By WILLIAM GLOVER NEW YORK IAPi More and more this season.
