Otherwise a prolonged and bloody struggle may be involved in the effort to establish the authority of the United States in those distracted Islands. The natives held Spain at defiaince for a long ousting the Spanish authority from al- most the entire group excepting a few seaports and strongholds. They could by a determined resistance now `» make the American conquest a. very slow and costly process. The rainy season is now at hand, and for months to come the climate of the islands will be fatal' to American troops. It was with a full realization of the great didiculties that must follow a determined resistance from the Fili- _pinos that General Lawton wrote home that he was unable to retain and occupy the territory through which his troops had advanced, and that it would require an army of 100,000 men to complete the con- quest of the islands. Among other things he said: ‘-The didiculties to-day are those of fighting guerillas in a tropical country. With my brigade I could force my way from one end of the island to the other, if I did not have to hold the ter- ritory traversed. But leaving garri- sons behing would soon eat up thc whole force." We cannot withhold a. measure of sympathy for the Filipinos. They had a long, hard fight against Spanish misrule, They were led to think that as the result of r the American victory they would at length obtain self-government. No doubt they are yet untitled for governing their own affairs. No doubt the ru`e of the United States will ultimately be for their good and must be estab- lished. But the Filipinos think they have simply ` changed masters, with some doubt whether the new will be more toleiiable than the old/for so far, all they know of American rule is martial law. For all these reasons we hope that an agreement may be reached which will put an end te the war and yet secure fair justice to the natives of the Philippines. - ,_A-4-.
