Mr. Lister bas declarea cust the measure was a fair one, justifiable in every particular, and such a one as any honest nan could not criticise either in this Legis- lature or in the Legislature of Ontario. 1 do not intend to deal to-night with the ini- quities of that bill in extenso; but if the hon. gentleman whc rose to defend the bil: knows anything about it and desires to give the House information and to deal fairly with the House and the country and as be- tween man and man, I submit that he should not refuse to answer me two or three questions. Ifé he can- not justify Mr, Mowatt’s action, he either must admit that he rose here for the pur- pose of misleading the House, or that he rose here without the information which he should possess when he said he was able and willing to defend Mr. Mowatt’s act in the Oatario Legislature. I asked the hon. gentleman a question about the Yorks, and the hon. gentleman said I had the informa- tion and I hed no right to ask him, and he hid behind a -ule of the House, just as 4 hero hides behinda haystack when some one arrives with a shotgun, and in order to avoid answering he hid behind your ruling, Mr. Speaker, which was a very just one— that | had no right to interrupt an hon. gentleman in this House. I gave the hon gentleman the figures, and 1 asked him for an answer. 1 ask him for a reason—either for the purpose of equalizing the popula- tion, or for the preservation of county lines, or for the purpose of dealing fairly between the parties, for upon one or other of these grounds Mr. Mowat interfered with the constituency of West Huron. The population of West York under the old regime was 17,984. Mr. Lister— You are wrong. Mr. Montague—I am not wrong, except perhaps by two or three units, but not as regards the hundreds or thousands. The population of East York was 23,312. The unit of representation in Toronto was about 28,000, supposing that Mr. Mowat’s third member, under the minority representation had a right to be classed as a member for Toronto in the Ontario Legislature. What did Mr. Mowat do? Dves the hon. mem- ber for Lambton know? I pause for an answer. Mr. Lister—Do not play theatrical. Mr. Montague—I am afraid the hen. gentleman rose without possessing a proper knowledge of the facts to justify Mr. Mow- at. What Mr. Mowat did was this; he found, unfortunately, that the constituency small majority to the Conservatives in the general el ction which preceded the Gerry- mander Act. He found that it had given in the last general election a majority of 19 for Col. Grey, and what did he do! He did according to the rules of justice and fair-play which have been laid down by Mr Lister, he did the very opposite to equaliz- ing population, but he did equalize politics. He took away the growing town of Parkdale with a population of 1,170 and he added it to the City of Toronto whose unit was already 28,000, while the population of West York was 18,000. He took away the 19 majority of the Conservative party of West York, but that did not suffice. He took away also the vi of Richmond fill and he added it to Esst York whose vopulation was already 23,000. He left the constituency of West York with a popula- tion of 15,974, but he made it Grit in the Legislature of Ontario by equalizing it from 17,000 to 15,000 while the city of Toronto had an enormously large ratio and while -he constituency of Exst York had a popu- iation of about 24,000 or 25,000 when he had done bis equalization. I ask now upon what ground will the member for West Lambton justify this, and I pause for an snswer? Ifthe hon. gentleman answers that, 1 trust, sir, you will give me an op- portunity of asking him to justify several other similar instances. 1 ask my hon. justifies that ? have you not ? presented me to the House. kind. He rose to explain that Mr. Mowat had redistributed the con- atituencies in the Province of Ontario for the purpose of equalizing population. Is York redistributed on the basis of equaliza- tion of population / Mr. Lister—Yes, sir. Mr. Montague—The hon. gentleman says yes. Then, Mr. Speaker, having reduced a constituency which had 18,000, and added what had been taken from that to a constituency that had already 23,000 popu- lation, if the hon. gentleman calls that equalization, and says that that was the basis upon which Mr. Mowat did it, I leave he intelligence of this House on both sides, because there is no answer for one oF the other. Mr. Lister-—Nineteen of a majority ; that is all that he has against Mowat’s Bill Mr. Montague—Is that the answer ol! the hon. member for West Lambton (Mr Lister. ) Mr. Mills (Bothwell)—That is what you say in your speech. He demanded Edwards’ authority for the statement he had made about him Edwards ssid that he had never heard Mackintosh mike such a threat himself, but some one had told him that Mac- kiutosh had said so, This was the authority for a grit member to construct a baseless charge against a Conservative in his absence Mackintosh denied ever having used such language, nor did he release Edwards until he had made him take back every insinuation ne had uttered against him, and acknowledge that he (Edwards) was satisfied that Mac- kintosh had never used such language. So much for grit charges. Get them down to something definite, something approaching circumstantiality, and they can be proved false in five minutes. But allow the grit to make his own charges, and he is all right. [he grits are pure as angels—the Conserva- tives black as night. In the course of Mr. Mackintosh’s speech he referred to the Island gerryma-der bill, where he said, the Liberal Government had introduced a gerrymander bill, and enacted that it should require a two-thirds majority to amend it Mr. Davies immediately rose and said: “No. The bill the hon. gentleman speaks of +eken in our school. It was after one o’clock on Friday morning when the House adjourned Friday was devoted to discussion of the | Criminal Law. Sir Richard Cartwright has given notice of a number of questions he intends asking the Government on Wednesday. He first desires ; to know whether the Government has observed the lithographed letters in the Globe regarding the expenditure of moncy by the Contervative | party in Quebec in the 1887 elections. Then | he asks if the Government is aware that these | documents, if authentic, prove to the people | of the Dominion that an attempt was made to | carry a great number of constituencies for the | Government by an elaborately organized syss ' tem of bribery and corruption, and that the! members of the Government of which Sir John | Macdonald was the head, were ectively engaged in this corrupt distribution of money. He will also ask whether the Government have called the attention of his Excellency the Gov- ernor-General to these documents, whether Sfr Adolphe Caron has made any explanation to Lord Stanley or the Government about such of the letters and vouchers as purport to be signed with his name; whether Sir Adolphe Caron denies the authenticity of the documents and intends entering action for libel against the newspaper that published the fac-similes; and lastly, whether the Government intends a a committee of the House to be ap- pointed to investigate into the said matters and particulars, to ascertain from and by whom the tands were supplied to Mr. Thomas McGreevy. 2<6ee ero Obituary. It is with feeling of regret that the in- habitants of Blooming Point and vicinity mourn the death of Perpetua McDonald, relict of the late Ronald McDonald, Esq., which sad event took place at her residence on the 29th of May, at the advanced age of 80 years. The deceased was one of the oldest re- sidents of this parish ; and it is needless to comment on the many sterling qualities which she possessed. She was ever ready to assist the poor and needy, and her home was always open to the weary traveller. During her long sojourn in this world she lived a true Christian life, and when the angel of death summoned her she was ready to obey the call. After receiving from her beloved pastor the last sacrements of the Catholic Church she Her remains were followed to St. Bonaventure’s on the 3ist ult., by one of the largest funerals ever seen in this vicinity. A solemn requiem mass was celebrated by Rev. Peter Curran, and the last sad duties at the grave being performed all that was mortal of an aged and respected friend was committed to the earth. She leaves six sons, besides a large circle of friends and relatives to mourn her loss. May her soul rest in peace.—Com.
