As one can see from the above structure, Denis Clough, our comptroller is a very powerful man at this university. "The Comptroller would get in— plaints about the operations were not being resolved by nine areas, the Comptroller works on his own or with the university personnel on a group of other things, such as (l)Budgets and estimates, (2)Campus Physical Development and expansion, (3)University borrowing, (4)Union negotiat- ions (chairman of all negot— iating meetings), (5)Faculty salary negotiations, (6)Space Allocations, (7)Athletics, (8)General University admin— istration (ie. member of the President's Administration Advisory Committee),and other duties as the Presidents may indicate from time to time. That's a pretty heavy load for one person. Besides being in charge of all money at the 'university, Denis Clough, is in some way or another conn— ected to just about everything that hannens here. In effect; if anything is going to happen at the University, Denis Clough will have to have some say in .the matter. Denis Clough was the main person responsible for the price that students would have to pay in order to live in the New Residence (recently dubbed Blanchard Hall). The New Residence doesn't lie dormant for four months,though. Some students do live in the New Residence 12 months a year not to mention that it was used for tourist overflow and conventions all summer. VAt the present time, the first; floor apartments which aren't being rented, are being used ‘for conventions, such as CUSO convention which was in there last weekend.‘ __ Since the New Residence is being rented during the summer. and has almost doubled its occupancy, I can see no reason for themiaustifying charging ;students§§p§much for an apart— ment. That residence which is supposed to be there as a sern # lmkeaun 0F vice to students requiring a place to live, ends up being one of the most expensive places in Charlottetown to stay. If students were to go to Denis Clough and demand a partial refund on the money they had to pay, they would find out that the agreement with Denis Clough had nothing in writing. Not having an ag- reement in writing with Denis Clough, usually means that you won't get anywhere, as you can find out from any person who works on maintanance at this university.
