War Headlines By - JACK BELL WASHINGTON IAP) - Editor- in-chief Henry R. Luce Saturday a p o l o g i z e d for "unfortunate" brink-of-war headlines in a Life magazine article whch brought 3 storm of world controversy swirl- ing around State Secretary John Foster Dulles. . "If anything in our account of the secretary"! Doaltion caused any misunderstandln among our rea- dera or the pub c. we heartily re- gret it." Luce said in a statement issued from his New York office. At the same time Luce struck otit at critics of Dulles and the maga- zine article. He declared that any fault on the part of Life "was for- iously compounded by those who. for the moment. put prejudicial or personal advantage above the best interests of the United States." Luce is a suppoiter of President Eisenhower. The editor said Life alone was responsible for the art- icle. both as to "substance and phaseology-" SHORTENED AND EDITED He did not say that Dulles was incorrectly quoted, but declared that the article as originally writ-' ten by Life's Washington bureaul chief, James-R. Slleplelf. hid NH- shortencd and edited by Life Ind that the headlines did not fully re-. fleet the main emphasis of Dulles'l remarks. This emphasis, Lui-el said. was on the administration's. " 1 us ui-suit of peace." v()Eimt(l)ie ciiver of the Life edition containing the article was the cap- tion: "Three times at brink at war: how Dulles gambled and won." The headline on the article itself read: "How Dulles averted war. Three times. new disclosures show. he brought us back from the brink." The body of the article quoted Dulles as saying that the adminis- tration walkcd three times to the verge of war-over Korea, Indo- China and Formosa-and averted it by "strong actl ." Dulles was represented as say it that the abil- ity to get to the vege of war and yet avoid it is a "'necessary art” of diplomacy.
